Westfield Town Council Greenlights Park Improvement Project and Discusses School Zone Safety
- Meeting Overview:
The Westfield Town Council meeting focused on financial appropriations for community projects, including a substantial investment in upgrading the Hulahan Sidfeay Fields and addressing growing traffic safety concerns in school zones.
A major highlight of the meeting was the approval of a bond ordinance to authorize $2,339,000 for the improvement of the Hulahan Sidfeay Fields. This project will expand parking from 45 to 119 spaces, construct a multi-use facility, and add permanent restrooms. The improvements are intended to serve both the local soccer and lacrosse organizations, which have committed over $470,000 toward the project. Additional funding includes $100,000 from an agreement related to an AT&T tower and a $300,000 park donation part of the Westfield Crossing pilot agreement. The council unanimously supported the ordinance, with the completion of the improvements projected for 2026.
The council also addressed school zone safety issues following a plea from Jessica Raldi, a crossing guard with 19 years of experience. Raldi described increasing traffic speeds around schools and suggested reducing the speed limit to 15 miles per hour in these areas. She recounted a near-accident incident involving her partner and herself, emphasizing the need for better traffic management. Her concerns about the inadequacy of speed monitoring setups were acknowledged by the council, which confirmed that the matter was referred to the Public Safety Committee for further review.
In connection with school zone safety, the council deliberated on the potential for increased police enforcement against violations of stop signs and crosswalk rules. There was a discussion about imposing enhanced penalties to deter reckless driving near schools. Existing penalties for infractions in school zones were noted, and the council expressed a commitment to revisiting these measures to ensure the safety of children.
Another ordinance of interest was the adoption of special ordinance number 2025-05 for replacing the town’s phone system with an appropriation of $120,000. The council unanimously approved the ordinance, recognizing the need for updated communication infrastructure.
In the public works segment, the council discussed a resolution for an extension request to the New Jersey Department of Transportation for planned improvements on Elm Street and Broadway Avenue. This procedural step was necessary to protect grant funding for the project and received unanimous support.
Financial matters concluded with the council approving claims amounting to $363,5094. Additionally, a resolution to support an application for an affordable housing trust fund grant for the American Legion Veterans Housing Project was presented by Councilman Contract and passed without opposition.
These included an online auction of street signs, with proceeds earmarked for the Public Arts Commission and leaf collection efforts. The leaf collection schedule was announced, and the acting mayor reminded residents of the upcoming election on November 4th, detailing voting options.
The acting mayor highlighted upcoming community events, such as the Lifelong Westfield senior services fair, Apple Fest, the Jack-o’-Lantern trail, and the Halloween family fun parade. The annual Adams Fest was also mentioned, featuring activities like the Lantern Cemetery Tour, Heritage Trail Tour, and a pie contest, which the acting mayor humorously noted he would be judging.
In a lighter moment, there was a brief exchange regarding a story that Councilman Healey was asked to share, but he opted not to speak, adhering to what appeared to be a light-hearted request from other members.
