Cook County Housing Authority Revokes Development Deal, Seeks New Partnerships for Workforce Housing

The grant aims to provide up to $25,000 per household for energy efficiency improvements, such as window and roofing upgrades. The authority collaborated with the city of Grammaray to conduct a survey to identify households interested in the program. This resolution is part of a broader effort to tap into funding opportunities for the region, which had not seen recent applications for such grants.
Resolution 2519 was also addressed, aiming to secure additional funding for road improvements in Grammaray, essential for accommodating increased traffic from new housing developments. The urgency of this project was underscored, with a deadline for further funding discussions in December. The authority recognized the project’s importance, as without these improvements, the viability of related housing developments could be compromised.
The meeting also touched on revenue generation efforts, notably contributions from Cascade Vacation Rentals, which amounted to significant funding for the organization. Discussions included the need for more affordable housing options for those earning 50% of the Area Median Income, a concern highlighted by the director following meetings with representatives from Duluth. The director stressed the challenges facing assisted living facilities in Cook County, where income levels of potential workers often do not align with current housing targets. Additionally, the director underscored the unaddressed demand for affordable housing in Grand Marais and mentioned interactions with developers exploring sustainable housing practices, such as solar energy integration.
A recent grant acquisition of $350,000 for the North Skogan project was highlighted, facilitating the construction of 12 single-family workforce homes. The project is set to proceed with road construction, contingent upon weather conditions, and emphasizes the need for timely contract signings to ensure progress.
Further discussions included the potential for property acquisition in Taft, with an emphasis on pursuing up to 80 acres for development, addressing pressing housing needs. The authority expressed urgency in moving forward, recognizing the land’s suitability for development.
