Pasco County Planning Commission Debates Shady Hills Development Amidst Safety Concerns

This infrastructure improvement aims to address community concerns about safety in the area, following tragic incidents involving pedestrians.
Julia Bar, a resident, advocated for continuous sidewalks along Shady Hills Road, emphasizing the need for safe pedestrian pathways following a tragic accident involving a teenager. Linda Farmer, another resident with a long-standing presence in the area, expressed discomfort with rapid changes and ongoing traffic issues, labeling County Line Road as a “failed road” due to its inability to handle increased traffic from new developments. Both residents highlighted the importance of preserving natural spaces and enhancing safety along local roads.
Pastor Jen Carowatch echoed these sentiments, stressing the urgency of prioritizing road safety improvements following a recent fatal accident involving a member of her congregation. Carowatch pointed out the significant inventory of vacant homes in the county, questioning the necessity of additional residential units and urging a focus on safety and community needs over development. She argued against mobility fee credits for sidewalks that might need reconstruction following road expansions, advocating respect for the community’s safety concerns and the lives lost in traffic incidents.
The commission’s dialogue also addressed technical aspects of the development proposal, including two requested variations from the Land Development Code (LDC). One variation pertains to street access to adjoining properties, deemed unfeasible due to existing stormwater retention ponds and utility corridors. The second involves reducing the right-of-way width for Shady Hills Road from 166 feet to 124 feet, aligning with plans for a four-lane urban design.
The debate revealed complexities surrounding the sidewalk improvements and associated conditions. The applicant expressed a desire to establish clear terms for off-site sidewalk construction to avoid lengthy development agreements. Concerns were raised about the design and layout of townhomes, with assurances given that the proposal would limit monotony by restricting the configuration of eight-unit buildings and ensuring adequate visitor parking.
In addition to the Shady Hills development, the commission addressed other zoning and infrastructure matters, including a proposal to amend the Pasco County Land Development Code regarding mobility fees. These amendments aim to update fee schedules and infrastructure standards, focusing on enhancing the county’s non-motorized transportation network. The discussion included proposals for a 10-foot multi-use paved trail on both sides of arterial and collector roads, with a payment-in-lieu option for developers where direct construction is not feasible.
Concerns about the safety and functionality of bike lanes were also discussed, with participants debating the terminology and design of bike lanes and shoulders on roadways. Suggestions were made to label these areas as “bike lane shoulders” to reflect their dual function and enhance safety.
