Apopka Planning Commission Debates Tavern’s Urban Planning Compatibility Amidst Land Use Changes
- Meeting Overview:
At the Apopka Planning Commission meeting on October 14, 2025, discussions centered on land use amendments, zoning changes, and a special exemption request. The most prominent topic was the future of Clips Tavern on Plymouth Sorrento Road, which stirred debate over its place within the city’s vision for a pedestrian-friendly village center. The meeting also addressed a land use amendment for a residential development on Sheiler Avenue and a zoning change for a place of worship on Oakland Avenue.
The commission’s deliberations on Clips Tavern’s land use amendment took precedence, revealing concerns about the tavern’s alignment with Apopka’s urban planning goals. The tavern, operational since 1976, is situated in an area designated as a village center under the Kelly Park interchange form-based code district, which emphasizes pedestrian-friendly and vibrant community spaces. However, commission members raised issues regarding the tavern’s isolation from other commercial developments and insufficient pedestrian infrastructure. Despite the property being adjacent to a shopping center, the tavern’s location was seen as disconnected from the comprehensive vision of a lively, walkable area.
Commission members expressed skepticism about the tavern’s ability to meet the village center standards. One member noted the existing disconnect, comparing it unfavorably to developments like Wild Oaks, where connectivity through roadways and pathways is more established. The tavern’s limited parking, with only 11 spaces, was considered inadequate for a sports bar, further complicating its integration into a pedestrian-oriented district. The planning manager acknowledged these discrepancies, noting that while the village center is designed to be pedestrian-friendly, the tavern’s current setup does not fully comply with these ideals. The annexation agreement for the tavern includes provisions for improvements, but there were uncertainties about the extent of these enhancements and their enforcement.
A point of contention was the proposed connection to a future trail, intended to provide some pedestrian access. Commissioners questioned the effectiveness of this connection, given the tavern’s isolation and a lack of nearby commercial amenities. Despite these concerns, the commission was tasked with making a recommendation on the land use amendment, a legislative matter that reflects broader issues of aligning existing businesses with evolving urban planning goals.
In another key discussion, the commission considered legislative ordinance 3131, a land use amendment for a property on Sheiler Avenue. The proposal sought to change the property’s designation from county rural to residential low, allowing for the development of a subdivision with 115 single-family units. This amendment returned to the commission due to a previous technicality concerning zoning compatibility. The surrounding area is primarily residential, with higher density to the south. Staff recommended approval, and the commission unanimously supported the motion.
Additionally, the commission addressed a zoning change and a special exemption request for a place of worship center on Oakland Avenue. The property, currently housing a one-story residence, is slated for a new 6,400-square-foot building. The development review committee recommended approval of the exemption within the mixed-use downtown zoning district. The absence of public opposition and the long-standing presence of the worship center at the site bolstered support for the exemption. The commission unanimously passed the motion, allowing the project to proceed.
