Falmouth Conservation Commission Approves Renaming of Little Pond Conservation Area
- Meeting Overview:
At a recent meeting, the Falmouth Conservation Commission addressed several impactful matters, including the unanimous approval to support renaming the Little Pond Conservation Area in honor of Mark Casper, a dedicated public servant retiring after 27 years. This decision was part of ongoing deliberations initiated by the 300 Committee, with the official renaming subject to approval by the select board after Casper’s retirement.
The proposal to rename the conservation area sparked discussion among commission members. Commissioner Steve voiced strong support, expressing regret for any delays, and appreciated the thoroughness of the supplementary information provided. The renaming process, although approved by the commission, remains contingent on the select board’s decision a year post-retirement, following established protocol.
In addition to this significant decision, the commission addressed several requests for determinations and amendments to existing orders of conditions. These included the continuance of a notice of intent from the Martins, trustees of 58 Westward Road, to November 5. Their proposal involved invasive species removal and restoration plantings, which the commission agreed to review at the later date.
The commission also reviewed a determination of applicability request from Lucy C. Grier for the reconstruction of wooden boardwalks. Staff recommended a negative determination due to unconfirmed resource area boundaries, which the commission accepted unanimously. Another request from Andrew White for vista pruning received a similar recommendation and approval.
Robert Jagette’s application for reconstructing an existing deck and adding a storage area was discussed, with a negative determination recommended by staff, citing its location within a flood zone. The commission unanimously accepted this recommendation as well. Similarly, a request from Richard A. and Coyote A. Celely for enlarging a deck and adding gravel for drainage received a negative determination.
A discussion followed regarding William Brandon’s application to remove an unpermitted gravel driveway and install a shed and gravel walkway, accompanied by mitigation plantings. The applicant’s representative, Tyler Goodro, outlined the project’s compliance with environmental regulations by replacing the gravel with native shrubs and removing lawn areas. The commission expressed satisfaction with the resolution, closing the hearing and taking the application under advisement.
The commission then addressed a request to amend an existing order of conditions for a property on Wild Harbor Road. This involved installing restoration plantings and an irrigation well due to unauthorized removal of invasive vegetation. Presenters Mike Borceli and Elaine Johnson explained the need for amendments to restore the area with native plants. The commission discussed the proposed planting plan, with staff noting additional unpermitted clearing around a dog run that required evaluation.
The meeting also covered a project by the Cliffer Dwellers Association involving stone groin repair, which necessitated a pre-construction meeting due to horseshoe crab season and a revised site plan. A significant enforcement issue was raised concerning Joseph Marisola’s property, where an enclosed rinsing station was found contrary to original plans. The commission debated approving the homeowner’s seasonal removal proposal but ultimately voted against it.
The commission reviewed a proposal from Allan and Janet Sun regarding an unpermitted dock. This proposal was approved with conditions to prevent future misuse of the area for boat storage.
