One commissioner expressed strong opposition to the proposed changes, arguing that taller buildings could drastically alter the character of the neighborhood. They voiced concerns about the possibility of six-story apartments or condominiums overlooking single-family properties.
The commission also debated whether the city’s official building height map should remain the primary method for regulating building heights. Some commissioners supported the existing approach, which combines location and use-based height limits, while others suggested exploring alternatives such as form-based codes, which focus on building shape and form rather than intended use. Staff highlighted the success of the current system since its adoption in 2010 and welcomed feedback on its effectiveness.
Discussion extended to the proposed height changes’ alignment with the city’s Opportunity Housing Ordinance, which incentivizes affordable housing. Staff clarified that the proposed height changes would not conflict with existing incentives, as the ordinance’s height bonuses are contingent on meeting minimum affordability targets but do not incentivize deeper affordability. Commissioners also examined the terminology used in height regulations, questioning the necessity of including both stories and feet in designations and suggesting a potential simplification to focus solely on height in feet.
The potential exemption of certain rooftop elements, such as antennas and elevator penthouses, from counting towards overall building height was another topic of interest. Commissioners debated whether these elements, which do not affect shadowing, should be excluded from height calculations to encourage increased density.
Further discussions delved into the proposed height map’s logic and its implications for various city areas. Particular attention was given to the Lyndale Avenue corridor, where commissioners considered the possibility of allowing taller buildings due to greater activity nodes and market conditions. However, the proximity to single-family residential areas posed a challenge, with some commissioners advocating for maintaining flexibility to accommodate future growth.
