St. Joseph City Council Approves Cannabis Cultivation Ordinance Amid Public Safety Discussions

The motion carried unanimously, with council members expressing confidence in the regulatory framework and safety measures proposed by the applicants.
Further discussions emphasized the city’s application for a municipal retail cannabis license, with assurances that the businesses involved would focus solely on cultivation and distribution, not retail sales. The council sought to clarify this distinction to the public, highlighting the measures in place to ensure safety and compliance with state law.
In addition to the cannabis cultivation ordinance, the council recognized the heroic efforts of first responders and citizens involved in a lifesaving incident on June 26, 2025. Deputy Chief Matt Johnson from the St. Joseph Police Department presented commendations to those involved, including citizens Diane Hmering and Amber Wenty, who initiated CPR on an unresponsive male at Quick Trip West. Brian Becker, the individual whose life was saved, attended the meeting to express his gratitude.
The meeting also addressed the River’s Bend Plat 5, a proposed residential subdivision involving the extension of Lanigan Way Southeast. The staff presented details of the plat, which aligns with the city’s medium-density residential land use plan, designated as R4 for townhouse and patio home developments. The planning commission had previously recommended approval of the preliminary plat, and the council followed suit, approving both the preliminary and final plats. Discussions focused on the developers’ responsibilities for roadway improvements, including right-of-way dedication for Jade Road, a future minor arterial roadway.
Lastly, the council considered a labor peace agreement for the Red Pine Group, an essential requirement by the Office of Cannabis Management for potential unions representing municipal dispensary employees. The agreement outlines the city’s intention to hire an independent contractor, granting them the autonomy to negotiate with unions if employees choose to unionize.
