New Ulm Public Utilities Commission Advances Solar Project and Energy Management Initiatives

The project could be fully grant-funded, with a 30% direct payment acting as a tax substitute, pending structural assessments of the targeted buildings. The commission moved quickly to approve the selection of Wolf Track Energy.
In parallel, the commission addressed the renewal of the energy management services contract with World Connect Kinetic Energy Incorporated. This contract, crucial for natural gas procurement, was nearing its end but was extended with a minor monthly cost increase from $8,100 to approximately $8,300. The company’s performance was well-received, and the commissioners expressed satisfaction with their services. The continuity of this agreement ensures that the city’s energy management needs remain effectively addressed, with the commission swiftly approving the renewed contract.
The commission also focused on infrastructure developments, particularly concerning the Excel Energy Service Agreement for a transmission to load interconnection study. This study is essential as a preliminary step for a new substation designed to support the West New Ulm area, including an industrial park. The study’s timeline was estimated at 120 days, although delays were anticipated due to a surge in similar projects, especially those linked to AI data centers. The commission approved an initial deposit of $15,000 for the study, with a possibility of further costs up to $25,000, pending additional approval.
Further discussions included the reconstruction of wells 21, 22, and 23, following a previous well failure and extensive permitting procedures. Trout Companies was contracted for the reconstruction work, entailing the redrilling of wells to return them to native soil. The Department of Natural Resources had expressed concerns about the well locations, necessitating these rebuild efforts. The contract for the reconstruction of wells 22 and 23 was accepted for $745,064, with the expectation that the new infrastructure would remain operational for several decades.
In addition, the commission approved MBI’s bid for $61,616 to demolish the existing wellhouse and manage post-reconstruction tasks. The anticipated timeline for these works was discussed, with an emphasis on aligning construction efforts with river conditions to avoid potential complications.
The meeting also covered administrative and financial matters, including the introduction of the preliminary 2026 budget, featuring key financial projections. The commission agreed to present this budget during the October meeting and scheduled a workshop for further budget discussions in November. The meeting concluded with the approval of claims exceeding $3 million and an update on the Minnesota Valley Action Council energy assistance program, which had temporarily paused fund distribution but continued accepting applications.
