St. Paul City Council Votes for CVS Demolition Amidst Community Concerns
- Meeting Overview:
During a recent St. Paul City Council meeting, the primary focus was the decision to proceed with the demolition of a problematic vacant CVS property on Selby Avenue North. This decision came after community input highlighted the property’s negative impact on the neighborhood. The council also addressed other matters such as reparations, gun violence, and zoning changes.
The vacant CVS property, located on Selby Avenue, has been a long-standing issue for the surrounding community. The building, which ceased operations following unrest in 2020, has since been a source of numerous complaints due to its deteriorating condition. Concerns included hundreds of police calls, graffiti, broken windows, and general neglect, contributing to its perception as a “trash dump.” The council heard testimonies from community members, neighborhood representatives, and attorneys for CVS, with the majority urging immediate action to address the blight.
A resident who has lived in the area for decades criticized the lack of a clear plan for the site and suggested temporary measures to improve safety, such as re-establishing a police presence. Another speaker, representing the Midway Investment Cooperative, expressed a desire for local investment and collaboration to redevelop the area. Despite some appeals for more time to negotiate a potential sale, the council voted unanimously for demolition, citing the property’s extensive history of complaints and the absence of credible redevelopment plans from CVS.
In addition to the CVS property, the council dedicated significant time to discussing a reparations study funded by public money. Concerns were raised about the outreach efforts associated with the request for proposals (RFP) process. A council member highlighted the lack of engagement with community organizations dedicated to reparations work, stressing the importance of an inclusive, community-driven approach. The council ultimately adopted an amended version of the reparations resolution, allowing for further review of the RFP to ensure appropriate community engagement.
Gun violence also took center stage, with public testimony emphasizing the need for regulations concerning assault weapons and related firearms. Community members, including representatives from Moms Demand Action and retired pediatricians, highlighted the impact of gun violence on children’s safety and the necessity for local leaders to take action. Young voices shared personal experiences. The council was urged to consider these testimonies while crafting regulations to create safer environments for residents.
The council also explored zoning changes aimed at fostering walkable, climate-resilient neighborhoods. Public speakers, including residents and small developers, supported the proposed zoning updates, advocating for a flexible framework that permits a mix of uses and housing densities. The changes are intended to streamline administrative processes and facilitate neighborhood growth and improvement.
In matters of financial planning, the council deliberated on a proposed right-of-way recovery fee associated with water services. After public comments urged reconsideration of the fee due to its financial implications on customers, the council decided to postpone the decision for further review. Discussions on the establishment of water fees for 2026 and a proposed 14% increase in sewer rates were also tabled for additional consideration.
In closing, the council acknowledged City Clerk Sherri Moore’s distinguished service as she prepared for retirement. Members expressed gratitude for her nearly four decades of dedication. A resolution was adopted proclaiming November 5, 2025, as “Sherri Moore Day” in St. Paul, recognizing her legacy and contributions.
