Bradford County Declares November 5 as Roy Jackson Day to Honor Local Icon
- Meeting Overview:
In a recent meeting of the Bradford County Council, the most development was the proclamation of November 5, 2025, as Roy Jackson Day, honoring the late community figure for his lasting impact and contributions. The council also addressed several zoning changes, leadership elections, and a discussion on the Commercial Property Assessed Clean Energy (CPACE) program.
The meeting began by recognizing Roy Jackson’s legacy, as the council officially declared a day in his honor. Jackson, who was remembered for his generosity and his popular sausage products, was described as a “pillar of the community.” The proclamation detailed his life and contributions. His widow, Mrs. Clifford Jackson, expressed gratitude for the recognition of her husband’s work. Personal anecdotes were shared, illustrating Jackson’s influence and the fond memories many had of him.
In addition to honoring Jackson, the meeting involved the election of new leadership within the council. The council nominated and confirmed a new chair and vice chair. Even though Commissioner Andrews was absent, her nomination for vice chair was validated through legal counsel, resulting in her appointment.
The council tackled several zoning and land use changes, reflecting ongoing development efforts within the county. Applications for land use amendments and zoning changes from agricultural to industrial or commercial were presented, discussed, and unanimously approved. Notably, these changes involved parcels owned by Norman Permugly and Maro Enterprises, among others. Public comments were solicited for each application, but none were received, resulting in smooth approvals.
The meeting also addressed a project proposal for adding right-hand turn lanes on State Road 100 at the Keystone Heights Airport, with a budget of $78,400 funded by state appropriations. Although this budget was deemed insufficient for the entire project scope, it was considered adequate for the necessary improvements at the airport access points. The council approved the proposal without further discussion.
The CPACE program emerged as a topic of interest, with representatives explaining its potential benefits for commercial property owners. The program, which allows for property improvements to be financed and repaid through property tax bills, was presented as a tool for lowering the cost of capital. Some concerns were raised about the program’s implications for the City of Stark, especially in its downtown area. However, the program’s proponents assured the council that the county would not be liable for any obligations, as the program is independently administered.
The discussion briefly touched on a housing development initiative aiming to provide affordable options for local professionals like teachers and military service members. The project was presented as an opportunity to retain residents within Bradford County by offering housing at competitive rates. A three-bedroom property was projected to rent at $2,300, which sparked concerns about affordability relative to local salaries. The council was reassured that the target demographic would generally consist of dual-income households.
A representative from the Partnership for Strong Families presented a proclamation for November as National Adoption Month, emphasizing the importance of providing permanent homes for children in foster care. The proclamation highlighted the need for adoptive families in Bradford County. The council unanimously approved the proclamation, reflecting community support for adoption efforts.
Finally, the meeting addressed future planning, including the 2026 county commission meeting and budget workshop dates. A recommendation was made to move a meeting date due to a scheduling conflict, which the board approved. The upcoming budget workshop was also discussed, with an emphasis on year-round budget discussions to improve financial planning.
