Beltrami County Faces Library Budget Cuts Amid Broader Fiscal Challenges

To mitigate these effects, Melissa offered a compromise, proposing that Kitagami could release additional reserve funds earmarked for Beltrami County in 2027, but this would require an additional $81,000 from the county.
Community members voiced strong opposition to the cuts during the public comment section. Cherylyn Warren, the Bemidji Public Library branch manager, highlighted that losing approximately 3.6 positions could reduce library operations from six days a week to four, impacting community access to essential services. She emphasized the library’s role as a community hub, assisting individuals in need, such as those escaping domestic violence or navigating social services. The potential negative impact on community perception and the ability to attract new residents and businesses was also noted.
Commissioners expressed differing views on the issue. One commissioner raised concerns about the budget principles being misused to justify defunding libraries, implying a bias against such funding. Another commissioner defended the board’s decisions as necessary due to fiscal constraints, emphasizing the importance of prioritizing mission-focused operations within the county.
Beyond library funding, the board addressed several other issues. The establishment of a task force for developing a county road safety plan was discussed, with a focus on identifying crash-prone areas to enhance public safety. This initiative aims to involve community input and board participation throughout the planning process.
The meeting also covered the financial obligations associated with state-operated care and treatment facilities, which require the county to allocate approximately one million dollars annually. Commissioners expressed concern over rising daily rates and the statute that mandates counties pay 100% of rates for certain individuals by 2025. This financial strain is compounded by the county’s economic challenges, prompting calls for legislative action to address these burdens.
Additionally, the board considered legislative priorities for the upcoming session, acknowledging the challenge of advocating for all eleven proposed items. The need for in-person advocacy at the state capital was emphasized, with commissioners encouraged to engage directly with representatives to effectively communicate the county’s needs.
Lastly, a personnel decision was made regarding the hiring of a new Human Resources director. Jordan Hickman was selected for the role, with the board approving his appointment at a higher salary step due to his extensive experience. While some commissioners expressed concerns about budget constraints and the precedent set by hiring at a high salary, others supported the decision as necessary to attract top talent.
