Natick Select Board Unanimously Supports Fountain Restoration on Town Common
- Meeting Overview:
At the latest Natick Select Board meeting, the board backed a proposal to restore a historical fountain on the town common, an initiative that seeks to honor local history while providing a modern water feature for residents and visitors. The meeting also addressed issues ranging from field user fee adjustments to a significant water bill abatement appeal.
The proposal, spearheaded by Vincent Vitoria of the Natick Historical Commission and Andy Meyer from the planning board, aims to reintroduce the fountain as a functional water filling station rather than just a commemorative piece. This initiative received enthusiastic reception from board members and the community alike, with one participant remarking on its historical importance and potential to beautify the common.
The restoration plan includes collaboration with a local artisan experienced in sculpture restoration, who has a personal connection to the fountain. The project seeks funding through the Community Preservation Act, with cost estimates accounting for installation and long-term maintenance. The board emphasized that the fountain must meet ADA accessibility standards, ensuring all individuals, including those in wheelchairs, can access it. The proposed location and logistics, including water connection and maintenance, remain under consideration, with potential placement near high-traffic areas like the ice cream shop being discussed.
In addition to the fountain restoration, the meeting addressed the proposed increases in field user fees by the Recreation and Parks Department. Lauren Moyer, the department director, outlined the first adjustments in a decade, explaining that fees for youth sports would increase by five to seven dollars, depending on whether the field is grass or turf. The rationale for higher fees on turf fields centers on significant maintenance costs, estimated at over a million dollars for replacement after a decade.
The board also focused on a resident’s appeal for a partial abatement of a $4,000 water bill, incurred due to a leak in their irrigation system. The board deliberated on the town’s obligations to the Massachusetts Water Resources Authority and ultimately approved a proposed abatement of $1,602.70, reducing the bill based on the lowest tier water usage rate. The decision included suggestions to amend policies, allowing the deputy town administrator to directly handle such irrigation-related issues in the future.
Additionally, the meeting touched on the transition of the veteran service officer position, as the current officer plans to step down after 18 years of service. The board discussed posting the job in December or January, highlighting the importance of finding a qualified veteran to continue regional cooperation with nearby communities, such as Dover. The board also acknowledged Natick’s historical contributions to military service.
Lastly, the board reviewed the town’s policies for holiday installations on the common, addressing a recent request that was not included in the agenda. The need for an updated policy to manage such requests was identified. The town administrator also provided an update on food access and support for residents during the winter season, with a pilot program under development to address these needs.
