Chatham Conservation Commission Discusses Pond Access Stairs and Dock Removal

Stephanie Sequin from Roder and Wilcox presented an updated site plan, which included alterations to the stair profile to mitigate erosion and enhance environmental stability. The revised plan featured timber steps at the top of the stairs and a one-foot clearance at the closest point on the slope. The commission engaged with Sequin and Mike Tannis from Blue Flax Design, who described the restoration and planting plans. The proposed measures included the introduction of native grasses and wildflowers post-construction and the strategic placement of previously displaced wood piles to mimic natural environmental conditions.
A significant aspect of the L Street project was the decision regarding an existing swimming dock. Initially slated for winter storage, the property owners opted for complete removal, a decision welcomed by the commission due to its potential environmental benefits. The removal allowed for further planting in the area once occupied by the dock, with discussions about relocating the kayak rack to this site to minimize ecological disruption elsewhere on the property.
The commission also addressed the trimming of Leland cypresses and the disposal of branches, emphasizing the need for proper removal to prevent environmental damage. Additionally, there was consensus on the benefit of planting woody shrubs in cleared areas, further bolstering the site’s ecological integrity.
Another noteworthy topic was the request for an amendment to an existing order of conditions for a property on Meadow View Road South. Proposed changes included adding a garage, reconstructing a deck, and implementing invasive species management. Presented by Caitlyn Cameilleri of Blue Flax Design, the amendments promised a net reduction in landscape structure within jurisdiction. However, the commission expressed concerns about discrepancies in the coverage calculations, with a particular focus on potential increases in hardscape within the outer buffer zone. Despite these concerns, the commission acknowledged the value of the proposed mitigation efforts, particularly regarding invasive species management, and agreed to continue the discussion at the next meeting to allow for further analysis and adjustments.
Additionally, the commission reviewed requests for certificates of compliance for several properties, including 325 Foxhill Road, 124 Mooncusser’s Lane, and others. Each request was evaluated, with the commission ultimately approving most, contingent upon resolving outstanding issues like debris cleanup and vegetation pruning. For 124 Mooncusser’s Lane, the commission decided to continue the request until December 3rd, as concerns remained about whether the mitigation associated with the footpath was adequately fulfilled.
One of the more routine yet essential tasks involved reviewing and approving modifications to the notice of intent application process. These changes aimed to streamline the process, improve communication with abutters, and reduce continuances due to incomplete applications. The commission acknowledged Crystal’s contributions to refining the documentation and underscored the importance of providing clear guidelines for applicants.
