Midco began in 1931 as a movie theater company and has since evolved into a telecommunications provider operating across five states, including parts of Wisconsin.

Burroughs highlighted Midco’s “fiber forward initiative,” which has seen a $500 million investment in network upgrades since 2021. The proposed project in Janesville involves laying approximately 95,000 feet of fiber, intending to reach 1,693 homes, although fiber will not extend directly to individual residences unless service is requested. The project aims to improve local broadband access, a critical need in areas with high housing density.

Council members inquired about the ambitious timeline for the infrastructure installation, with one expressing surprise at the one-year completion goal. Burroughs assured the council of Midco’s capability to meet this timeline, citing the company’s track record in other projects. She also emphasized the company’s local customer service focus, with a promise of a 15-minute arrival window for installations and a 96% on-time rate. Midco plans to notify residents about construction through door tags and yard signs.

Concerns were raised regarding potential disruptions to existing utility services during construction. Burroughs assured the council that Midco would coordinate with current service providers and maintain regular communication with public works to minimize disruptions. The franchise agreement, which is non-exclusive, allows other telecommunications companies to operate in Janesville, and the city retains the right to terminate the agreement if Midco’s service proves unsatisfactory. Franchise fees, historically around 5%, could provide a revenue source for the city.

The council scheduled a public hearing for November 24 to gather community feedback on the franchise agreement. The city attorney explained that the first reading sets the stage for this hearing, where further details and community input will be considered.

Beyond the franchise agreement, the council discussed various initiatives led by the Economic Development Authority (EDA) aimed at supporting local business growth. One highlighted initiative is a phased competition offering a $10,000 prize to business owners and entrepreneurs looking to expand or open new ventures, particularly restaurants. Despite challenges in securing local business donations, the program is set to launch early next year with support from the Wasika County EDA.

The EDA is also managing a surf enhancement program, which has received multiple applications. Initial prizes of $1,000 are being considered for exterior improvement projects. Additionally, a joint educational program for local businesses was discussed, though attendance has been low.

Council members reviewed updates on local infrastructure, including a bond payment related to a street project and potential clubhouse improvements at the local golf course. The golf advisory board is also considering quotes for a new spreader to replace outdated equipment, with a recommendation to purchase from the Tesman Company.

The meeting concluded with administrative updates, including an October bank statement and cash balance report and announcements of upcoming events, such as a holiday lunch for city employees. Notices regarding board and commission vacancies will be published online and in print, and a personnel committee meeting is expected to be scheduled soon.
