Monroe Township Planning Board Reviews Ordinance to Amend Affordable Housing Obligations

The plan maintains the number of affordable housing units while reallocating residential units to Mounts Mills and Spotswood Englishtown Road, and opens up previously designated residential areas on Route 33 for warehouse development. Additionally, 350 units will be converted into age-restricted senior housing, addressing the township’s aging population needs.
Board members highlighted that this amendment is consistent with the township’s master plan, which aims to balance land uses, promote appropriate industrial development, and support commercial development where infrastructure is sufficient. The changes also align with the township’s fair share plan for affordable housing. A unanimous vote by the township council in September backed the agreement that underpins this ordinance, signaling broad support for the strategic adjustment of housing obligations.
Concerns about potential state-level challenges to the ordinance were addressed during the meeting. It was clarified that the township’s affordable housing obligations for the third round remain unchanged, and measures are in place to meet the fourth round requirements. The ordinance focuses solely on reducing the market rate units, which are typically provided as incentives to developers for constructing affordable housing units.
Members of the planning board expressed satisfaction with the comprehensive review and documentation provided. The board subsequently voted to recommend the ordinance as consistent with the master plan and adopted a resolution to this effect.
