Revere City Council Approves $1 Million Soil Allowance to Expedite Construction

The council clarified that this amendment complements earlier amendments addressing other soil issues managed by Sanborn Head. The meeting acknowledged the unanticipated nature of the $1 million expense, but effective budget management and value engineering were noted as enabling factors in accommodating this amendment without financial strain.
The council also reviewed progress on the construction site, with drone footage providing a visual update on current developments. It was reported that construction site fencing is more than 80% complete, and active efforts are underway to remove foundations and materials from the previous dog track. This removal is important for allowing continued progress on the site. However, challenges related to drainage were highlighted, especially following recent rainfall that has complicated the existing storm sewer system. The council is collaborating with the site civil consultant to address these drainage issues effectively.
In addition to the amendment and site progress discussions, the council addressed several invoices related to ongoing projects. The Left Field invoice, amounting to $555,570, reflected 80% completion of construction documents, with expectations to finalize this phase by December. Following this, the Perkins Eastman invoice was reviewed, showing 86% completion of construction documents with a total of $1,112,254.21. A standalone invoice from National Grid detailed a $140,000 charge for final design services related to permanent electrical service. The council noted the utility company fees were originally budgeted at $300,000, with only $105,000 remaining in that category. Lastly, a Consigli invoice for pre-construction services, totaling $166,226.87, was discussed, showing 94% completion. All invoices were approved unanimously.
The meeting also delved into budgetary concerns beyond immediate expenditures. A council member inquired about modified cash flows and 90% drawings, emphasizing their significance for future financial planning and borrowing strategies, particularly as the council prepares for construction expenses anticipated in 2026 and beyond. There were mentions of open questions concerning builder’s risk discussions, with assurances that follow-ups would be conducted to address these outstanding issues.
