Franklin Town Council Addresses Building Code Frustrations and Approves Key Resolutions
- Meeting Overview:
At the latest Franklin Town Council meeting, officials focused on a range of issues, including significant frustration over building codes in Mountain Village, the approval of multiple resolutions, and community concerns about property and safety.
A key issue raised during the meeting was the existing building code in Mountain Village, particularly its grandfather clause, which is causing difficulties for homeowners seeking to expand their properties. A resident voiced concern over the code’s interpretation, which appears to favor only those who owned their homes before 1984. This interpretation restricts many current homeowners from making additions, as it benefits individuals who have owned properties since the 1950s. The resident highlighted the unrealistic nature of this stipulation, stating, “I don’t know too many people who were 20 years old and able to own a property in the 1950s that are still here.” This comment underscored the exclusionary nature of the current code wording.
A council member acknowledged the necessity of reviewing this issue. This concern was echoed by other residents who have encountered similar challenges, prompting suggestions for a possible revision of the code to accommodate more homeowners.
In addition to addressing building code frustrations, the council approved several resolutions. Among them were the extension of the statutory timeframe for the planning board’s review of ordinances and the approval of salaries for township officials in 2025. A notable resolution, R15825, authorized the mayor to sign an authorization for treatment works approval for Jinia Development Corp, which received unanimous approval.
The council also passed resolutions related to the procurement of vehicles and equipment. Notable among these was R16125, which authorized the purchase of a new truck, and R16225, which approved the purchase of two trash trucks. The latter saw the mayor abstain from voting. Additional resolutions included the acquisition of more vehicles and a metal building.
During the public portion of the meeting, residents expressed gratitude for recent improvements, including noise reduction from garbage trucks and the resolution of a hoarding issue involving cats. Volunteers assisted in the removal of sick and malnourished animals, addressing community health concerns. Additionally, improvements to playgrounds were noted, with a “buddy bench” donated to foster social interaction among children, particularly those with special needs.
The council also touched upon community safety and engagement initiatives. Appreciation was extended to poll workers and election officials for their efforts during the recent elections. An upcoming “Shop with a Cop” event was announced, designed to engage local children in positive interactions with police officers. Scheduled for December 6, the event aims to assist 50 to 60 children, with the police department seeking donations to ensure each child can participate.
