Coon Rapids City Council Debates Ordinance Changes Amidst Infrastructure and Community Initiatives
- Meeting Overview:
The Coon Rapids City Council meeting on November 18, 2025, explored significant legislative amendments, approved infrastructure projects, and addressed community events. The council focused on ordinances related to public utilities and animal regulations, alongside infrastructure improvements near Rapids High School.
One of the central topics was the discussion and subsequent passage of Ordinance 2344, which amends Chapter 13-600 concerning public sewer connections. The decision was part of an unusual process where the ordinance’s introduction and adoption were combined within a single meeting. This prompted a council member to express concerns about clarity. The mayor acknowledged the rarity of such a combination, which was ultimately passed by the council without further debate. The ordinance aims to streamline public sewer connections, potentially influencing how residents and businesses manage their wastewater systems.
The council also addressed a joint powers agreement for signal reconstruction and ADA improvements at the intersection of County State Aid Highway 11 (Northdale Boulevard) and Raven Street. This project, located near Rapids High School, focuses on enhancing safety through signal upgrades, ADA enhancements, and additional signage. The city will shoulder about one-third of the costs, which are budgeted for 2026, with potential state aid eligibility. During the discussion, a council member inquired about traffic rerouting during construction, particularly concerning access to the school. The city officials assured that alternative routes would be available. The council approved the agreement unanimously.
The meeting also involved a discussion on changes to ordinances related to non-domestic animals. The council considered amendments to Chapter 6-501 and the repeal of Chapter 6-700 on chickens, while simultaneously amending the chapter to include domesticated birds such as ducks, quails, pigeons, and doves. These changes respond to citizen inquiries about keeping various birds for eggs and align with regulations in peer cities. The proposed amendments exclude geese and turkeys and adjust regulations concerning the number of birds allowed and the sizes of their housing structures. A permit is still required, and violations will be managed similarly to the existing chicken ordinance. The council moved to introduce these ordinances, with plans for future adoption.
In addition to legislative matters, the council addressed community engagement and support initiatives. During the open mic public comment portion, no citizens came forward to speak. However, a council member used this opportunity to discuss the council’s abstention policy regarding voting when members miss meetings, emphasizing the importance of health. He shared personal experiences related to diabetes, urging residents to prioritize their health and encouraging donations to the local food shelf. Another council member echoed this sentiment after touring the ACBC food shelf, noting a significant rise in visits and encouraging donations, whether food or financial, to support those in need.
The council also announced upcoming community events, including a tree lighting ceremony on December 13th and a Toys for Joy open skate event on November 23rd. The skate event offers a buy-one-get-one-free admission with a donation, promoting community spirit and support for local families during the holiday season.
