The Hoffs expressed that the project would provide a mortgage opportunity for their daughter’s family, who wishes to return to the area from Utah. The commission approved the permit unanimously, highlighting support for family connectivity and practical housing solutions.

One proposed amendment involved reclassifying a parcel owned by Mark and Cheryl Leonards from commercial to agricultural use. The commission noted the property’s history of zoning changes and sought to ensure classifications reflected current and intended use. This move aimed to rectify past inconsistencies and align the property with its surrounding area.
A related discussion centered on drainage challenges in St. Charles Township, particularly concerning recent excavations near Highway 14 and the adjacent expansion of a seed business. The commission emphasized the need for coordination with the Minnesota Department of Transportation (MnDOT) to address drainage plans and manage pooling water due to wet conditions. The property owner proposed installing holding tanks for wastewater management, given the inadequacy of space for a mound system.
Further, the commission discussed a request to reduce the setback requirement from Highway 14 from 130 feet to 80 feet, necessary for the development’s viability.
