Shutesbury Considers Multi-Town Affordable Housing Coordinator Amid Funding Clarifications
- Meeting Overview:
The Shutesbury Community Preservation Committee meeting primarily focused on the potential establishment of a regional affordable housing coordinator position, in partnership with neighboring towns, using Community Preservation Act (CPA) funds. The committee also discussed the implications of unsubmitted annual reports and anticipated grant applications for local projects.
During the discussion about the regional affordable housing coordinator, it was revealed that Shutesbury, along with Shelburn Falls and another town, is exploring a shared position funded through CPA allocations. However, there are specific CPA eligibility requirements that must be met. To clarify these requirements, a meeting with representatives from Furcog and the Community Preservation Coalition is scheduled. The job description for this position was noted to be extensive, potentially encompassing duties beyond CPA funding allowances. Thus, the towns might need to source additional funding to cover all desired responsibilities. The position aims to allocate ten hours per week specifically for Shutesbury, with the possibility of additional time funded by a state grant for rural community affordable housing.
Another point of discussion was the state’s November 2nd deadline for annual reports, which Shutesbury has historically missed. An effort is underway to ensure future compliance, with a draft report for Fiscal Year 2025 already prepared. Although the committee does not need to formally vote on these reports, members were invited to provide feedback.
Lastly, potential future grant applications were mentioned. One involves a possible large-scale project related to a dam, where a determination of eligibility might not be submitted before the deadline, but a grant application could still be filed in the new year. Another potential application involves a land purchase project on Wendle Road, which is still in the formative stages.
