Despite these measures, commission members raised concerns about the building’s encroachment on the 50-foot no-build zone and the 25-foot no-disturb zone.
The applicant defended the building’s size and location, stressing operational necessities and the need for efficient site functionality. They argued that relocating the building would reduce storage capacity by approximately 2,500 square feet and impede crucial traffic flow, including emergency vehicle access. Megan, contributing to the discussion, suggested an in-depth alternatives analysis to explore other potential site layouts in compliance with riverfront redevelopment regulations.
The project also includes a mitigation plan to establish a vegetative buffer where none currently exists. After evaluating the presence of wetland vegetation without hydric soils, the commission leaned toward a negative determination.
The commission also addressed the ongoing development concerns at a property on Heart Street, where construction activities, particularly hydraulic hammering, had caused significant disruption. Neighbors reported damage due to altered drainage patterns resulting from construction, prompting calls for the commission to enforce compliance with existing environmental standards. The commission confirmed prior issuance of an enforcement order and emphasized the need for corrective actions to align the project’s grading with original specifications.
Additionally, the meeting highlighted ongoing efforts to improve inter-departmental coordination, especially concerning project initiation and stormwater management. There was a consensus that projects should begin with the Conservation Commission to ensure that wetland issues are addressed prior to engaging other departments.
