Ramsey Borough Council Approves Water System Improvements Amid Tightened Regulations
- Meeting Overview:
During a recent meeting of the Ramsey Borough Council, the council approved an ordinance to fund improvements at the Arrow Road water treatment facility and addressed a range of community matters, including the addition of a new police lieutenant position and efforts to preserve local land use control.
The most critical item on the agenda was the approval of Ordinance 252025, which allocates $3,250,000 for various water system treatment improvements at the Arrow Road facility. The funding will be secured through bond issuance and is vital for meeting stricter EPA mandates on water quality. These mandates require the treatment and elimination of specific compounds, surpassing previous state-level regulations. The Board of Public Works has been proactive, having already completed design plans for the necessary treatment project. Despite the significance of this ordinance, the public hearing saw no comments from residents, and the council unanimously approved the measure. Mayor Deirdre A. Dillon explained the urgency of the improvements, emphasizing the need for compliance with federal standards to ensure safe drinking water for the community.
Another notable ordinance discussed was Ordinance 26-2025, which amends the organizational structure of the Ramsey Police Department by adding a third lieutenant position. This new administrative lieutenant role is intended to address the increasing administrative demands placed on the department. Like the previous ordinance, this too passed without public comment and received unanimous council support.
In addition to these legislative actions, the council tackled several resolutions and community updates. A key discussion revolved around Resolution 2010, which aims to preserve local autonomy over land use planning. The resolution opposes state legislation that could impose changes on density and height requirements for developments, threatening the borough’s ability to maintain its character. The council expressed concerns that state-imposed changes would undermine local control, with Mayor Dillon noting that such proposals could hinder the borough’s ability to manage its development effectively. The borough has reached an agreement with the Fair Share Housing Center, safeguarding against developer lawsuits for the next decade and ensuring continued local oversight of planning and zoning decisions.
Council members also provided various updates on community initiatives. Councilman Michael Gutwetter commended the Ramsey High School girls’ soccer team for their undefeated season and multiple championships, while also recognizing the achievements of the high school football, boys’ soccer, and volleyball teams. He reported on a successful library fundraiser and ongoing recreational activities, including winter sports registrations.
Council members also expressed gratitude for the recent distribution of the Ramsey Journal and acknowledged the efforts of those involved in its production. The journal was praised for its informative content, and constituents were encouraged to engage with it. Further, updates on the Ramsey Emergency Services Complex project were shared.
In addressing environmental concerns, Councilwoman Judy Cusick highlighted the borough’s efforts to comply with EPA limits on PFAS, which impact the local water supply. The borough’s engineering firm, H2M, is collaborating with the Ramsey Water Department on treatment solutions. Additionally, Cusick discussed the lead service line replacement initiative, mandated to be completed by 2031, and outlined financial assistance available to property owners for compliance.
