Richfield Planning Commission Deliberates Over Five-Year Parking Permit Amid Community Concerns

Greg Dick, general manager of the co-op, addressed the commission, explaining that the five-year term was essential to meet their business needs, particularly on peak days and during community events. He expressed gratitude for the commission’s consideration and city staff’s support.
Concerns arose among commissioners regarding the permit’s five-year duration. One commissioner argued that such an extension might conflict with the city’s goals for sustainable development and optimal land use, noting that the proposed parking capacity exceeded that of similar co-ops in the Twin Cities. This commissioner advocated for a three-year permit with an optional two-year administrative extension to ensure periodic reevaluation of the land use.
The discussion revealed differing perspectives on the best approach to land use. Some commissioners supported the initial five-year term, citing the uncertainty surrounding the development of the adjacent north parcel as a reason to maintain flexibility. Others feared that a long-term parking solution might hinder future opportunities for more beneficial land uses.
During the discussion, the commission considered potential alternative uses for the lot, such as creating rain gardens to support local wildlife. One member highlighted the importance of maintaining public access to the nearby lake and amphitheater, cautioning against removing parking without providing viable alternatives.
Despite the debate, the proposed amendment to reduce the permit duration to three years was ultimately rejected, and the commission voted in favor of the five-year term as recommended by staff by a three-to-two majority. It was clarified that the permit would not automatically renew after five years, requiring the co-op to reapply if needed.
Following the permit debate, the commission addressed other agenda items, including liaison reports. A sustainability commission representative reported on a successful community event known as the “pumpkin smash.” Additionally, a chamber of commerce member announced the opening of a new business, LMA Bonita, in a previously vacant lot, as well as future plans for the co-working company, the coven, to occupy the former Richfield Medical Group space in 2026.
The housing authority provided an update on tax increment financing (TIF) districts, noting the decertification of three districts and an anticipated increase of $2 million in tax capacity for the following year. In planning matters, staff reported that site plan approval for Lion Cannabis on Lindale Avenue South had been granted, with building permits under review.
The meeting concluded with a brief discussion about the potential impacts of federal laws on the cannabis industry.
