Lawrence City Council Tackles Double Pole Issue Amid Concerns Over Efficiency and Communication

Despite regular meetings with National Grid, council members were dissatisfied with the pace of progress and communication regarding the removal of double poles. One member highlighted the need for updated infrastructure to enhance service speeds for residents’ internet and cable providers. The council discussed potential strategies to expedite the process, including releasing several older double poles for removal and enhancing procedural efficiency.
An ordinance, 8.24.020, mandates that telecommunications companies complete the transfer of all wires and remove existing poles within 90 days of installing new poles, or within six months if part of a long-term commercial project. The council sought clarification from the city attorney on the city’s ownership of the poles by contract and how this ordinance aligns with the current challenges regarding double poles. A response from the city attorney was awaited.
In addition to the double poles, the council addressed several rezoning and infrastructure requests. Document 45825, concerning a request to rezone a parcel on Parker Street, was tabled at the request of Dan McCarthy as it was under review by the planning board. The council also reviewed multiple requests for handicap parking, forwarding them to the police department for recommendations. These requests included locations on Hable Street, 41 Juniper Street, 15 Brook Street, 8789 Greenfield Street, and May Street, among others. Each request was processed without significant objection.
The committee also considered the installation of new utility poles, with discussions on Document 46425 concerning a J pole on Beacon Street and Document 29825 about a pole at Mount Vernon and Crawford Circle. Motions were made to table the current item under discussion and to send the Mount Vernon and Crawford Circle pole installation to the full council with a favorable recommendation, both of which were supported through roll call votes. Similarly, Document 2992, regarding a pole installation on Mount Vernon Street near James Street, was also forwarded with a favorable recommendation.
As the meeting progressed, the council reviewed police reports related to additional handicap parking requests. Items such as Document 39925 for a property on Lawrence Street and requests for a property on Belmont Street, 81 Bunker Hill Street, 94 Draco Street, and Basswood Street were each given favorable recommendations and motions to send them to the full council for public hearings, with all motions passing unanimously.
