Lakeville Select Board Considers Tax Rate Structure Amid Resident Concerns Over Property Taxes
- Meeting Overview:
The Lakeville Select Board convened on November 25, 2025, at the police station, tackling issues including the fiscal year 2026 tax rate structure, various host community agreements, and the hiring of personnel for upcoming winter operations.
The most notable topic at the meeting was the fiscal year 2026 tax classification hearing, initiated by John Oliver, the chairman of the board of assessors. The hearing addressed whether Lakeville should maintain a single tax rate for all property classes or adopt a split rate, which would impose higher taxes on commercial properties and potentially relieve residential tax burdens. Oliver expressed gratitude for the efforts of Harald Shide, the interim principal assessor, and Mike Ellis, who prepared for the meeting despite recent state changes.
Harald Shide presented detailed data. This approach is supported by the fact that residential properties account for 89% of the taxable base, and a shift to a split rate would require a substantial increase in the commercial tax rate to achieve even a minimal reduction in residential taxes. Shide noted that the projected tax revenue for fiscal year 2026 is $30,929,229, nearly reaching the maximum allowed under Proposition 2½. The proposed tax rate would be $9.74 per thousand, and any rate increase might exceed limits set by the Proposition.
The discussion included a breakdown of average tax bills, with the average assessed value of single-family homes anticipated to rise from $572,600 to $625,900, leading to an approximate $170 increase or 2.7%. Condominiums were projected to experience a smaller increase, resulting in a net zero change in tax bills due to the tax rate application. The complexities of these calculations were further clarified by Mike Ellis, who adjusted the levy figure to $30,928,843 due to state updates. The public comment section opened shortly after, allowing residents to express their concerns.
One resident voiced apprehension about their estimated quarterly tax increase of $350, which board members believed might be inaccurate. They encouraged the resident to seek clarification from the assessor’s office. The resident also emphasized the need for alternative revenue streams to alleviate the reliance on residential property taxes. The board acknowledged the historical openness to retail cannabis but clarified that past decisions might have led to confusion.
In addressing these concerns, the board pledged transparency in tax calculations and communication. The board reiterated the importance of exploring all potential revenue sources to reduce the tax burden on residents, especially those on fixed incomes.
Following the tax discussions, the board reviewed several host community agreements related to adult-use cannabis operations. Notably, a proposed agreement with Northeast Alternatives Inc. for product manufacturing and indoor cultivation on Kenneth Welch Drive was approved unanimously. This agreement, originally established in March 2019, includes provisions for nuisance litigation and operational guidelines, with indoor cultivation having commenced in October 2022.
The board also approved the transfer of a host community agreement from Twisted Growers LLC to Twisted Growers Retail LLC, along with a location change to 8 Harding Street. A similar agreement for product manufacturing and indoor cultivation on Millennium Drive was reviewed, with operations expected to start in mid-2024. Additionally, the board ratified an agreement with Bountiful Farms, Inc. for a medical marijuana treatment center on Kenneth Welch Drive.
The meeting also addressed personnel matters, notably the hiring of Arthur Wright as a seasonal emergency highway operator and snowplow operator. Wright’s CDL license and prior experience warranted a higher starting pay.
