Granby Select Board Approves New Tax Rate Amid Property Value Increase

Following the tax rate approval, the meeting addressed the status of the F Street Building project. The project has encountered delays due to a protest that has reached the Attorney General’s office. Until the protest is resolved, no awards can be made, placing the project in a state of uncertainty. A project manager highlighted the urgency of the situation, noting the potential need to scrap and re-bid if no resolution is achieved by a possible hearing around Christmas, which could extend the timeline by another six to eight weeks. This delay could impact funding and the lease on the annex, prompting the board to consider alternative strategies.
The board also tackled the issue of surplus vehicles, agreeing to declare several as surplus, including a 2009 Peterbilt dump truck, a 2008 Ford Crown Victoria, and a 2009 Toyota Sienna, among others. After some discussion about the necessity of retaining a cemetery tractor as a backup, it was ultimately decided that it was unnecessary given a new tractor had already been acquired. The motion to declare these items as surplus was passed unanimously. Additionally, older plows, previously declared surplus but unsold, were also slated to be included in an upcoming auction.
An interesting administrative challenge arose concerning the Zoning Board of Appeals (ZBA), which had six members, one more than the statutory limit of five. The board deliberated on how to rectify this, considering asking a current member to voluntarily step down or potentially using a coin toss to decide if necessary. The board directed the ZBA to seek volunteers for the alternate role to resolve the issue amicably. It was confirmed that the current composition had not affected any decisions made by the ZBA.
The meeting also covered the process of appointing an alternate member to the ZBA and discussed the importance of coordination and communication among board members to ensure smooth operations. The necessity for businesses to submit applications for liquor and entertainment licenses was emphasized, with plans to meet with Adam Costa for further clarification on the licensing process.
In community affairs, the board finalized plans for the annual Christmas tree lighting event. Initially scheduled for December 1st, the date was shifted to December 14th at 5:00 PM, after some members noted scheduling conflicts.
