Hainesport Land Use Board Approves Variances for Historic Property Renovation
- Meeting Overview:
In a recent meeting, the Hainesport Land Use Board approved a series of variances for William Putnick’s proposed renovation of the property on Walnut Avenue, a site with a storied past dating back to the 1950s. The board granted both a bulk and use variance for the existing non-conforming structure, allowing Putnick to proceed with his plans to enhance the property while maintaining compliance with local zoning regulations.
William Putnick, the property owner, detailed his intentions for the site, which includes two houses built in 1954. The property, previously obscured by overgrowth and numerous vehicles, had also been occupied by squatters until Putnick acquired it in August 2023. He plans to renovate the smaller rear house, turning it into a more up-to-date living space without expanding its footprint significantly. The proposed modifications include squaring off the house to dimensions of 30 by 20 feet and adding a porch measuring 6 by 30 feet.
The discussion during the meeting centered around the property’s unique characteristics and the need for a use variance due to its non-conforming status under current zoning laws. Although zoning regulations do not typically permit two houses on a single lot, the existing structures were grandfathered in due to their age. The board explored various aspects of the renovation, including parking access, utility connections, and the potential impact on the neighborhood. Putnick confirmed that both homes are connected to public sewer services and have separate electric meters, and he plans to create a shared driveway to improve access.
Concerns were voiced about the feasibility of maintaining two residential structures on the same lot. However, it was clarified by the zoning officer that the property’s historical status as a non-conforming use allows for such an arrangement. The board evaluated the potential impacts, noting that the renovation would not increase noise or traffic and would likely be welcomed by neighbors, given the property’s previous condition.
The conversation also addressed the technicalities of the bulk variance, which pertained to the setbacks involved in the proposed renovations. The board confirmed that the changes would not extend beyond the current footprint into the backyard. The proposed improvements were seen as a benefit to the neighborhood, with board members acknowledging the positive rapport between Putnick and the surrounding community.
In addition to the variances, Putnick requested a waiver to begin construction before the formal resolution was signed. While this request was granted, it was noted that proceeding without the signed resolution would be at his own risk. The board’s approval of the waiver and variances was unanimous.
The board also addressed other agenda items during the meeting. Two resolutions were presented, one granting administrative amendments to Hainesport Family Apartments LLC’s final site plan and the other postponing a hearing regarding Verizon. Both resolutions received approval without opposition.
As the meeting drew to a close, the board members expressed appreciation for Mayor Leila Gilmore’s service, acknowledging her potential departure in the coming year. The meeting concluded with plans for a group photo, holiday greetings, and an adjournment motion that passed unanimously.
