Easthampton Considers Land Acquisitions for Conservation and Recreational Use
- Meeting Overview:
The Easthampton City Council meeting focused on several significant land acquisition proposals aimed at enhancing conservation and recreational spaces. The council discussed acquiring land on Rattle Hill Road and Former Road, using Community Preservation Act funds and potential grants, alongside a plan for Kona Park improvements. These initiatives are contingent on external funding and reimbursement commitments to minimize local financial impact.
A primary focus of the meeting was the potential acquisition of 40 acres on Rattle Hill Road. The proposal included using $50,000 from the Community Preservation Act fund, contingent on receiving an equal amount from Kestrel Land Trust or similar sources. The land, intended for conservation and passive recreation, would be managed by the Conservation Commission. This acquisition aligns with Article 97 of the Massachusetts Constitution.
Another substantial proposal involved acquiring 27 acres on Former Road. The council discussed transferring $426,900 from Community Preservation Act funds for this purpose, with the stipulation that the expenditure is dependent on securing a local acquisition for a natural diversity land grant from Massachusetts’ Division of Conservation Services.
In addition to land acquisitions, the council considered the development of Kona Park, proposing to allocate $150,000 from the Community Preservation Act fund. This project requires a $99,000 grant commitment under the park grant program before funds can be expended. The planned improvements include installing a walking path and spray pad.
The meeting also addressed amendments to the finance committee bylaws, shifting the appointment of members from an elected to an appointed system. This change aims to streamline the committee’s operations and improve coordination with other town bodies. Additionally, several financial transfers were discussed, including reallocating funds for health insurance, conservation efforts, and unpaid accounts from prior fiscal years.
