Norfolk County Commissioners Approve Legislation Testimony and Discuss Maintenance Projects
- Meeting Overview:
At the recent Norfolk Board of County Commissioners meeting, key agenda items included the approval of a revised letter of testimony for House Bill 3971, extensive updates on the county maintenance department’s projects, and decisions regarding employment and payroll matters. The meeting also addressed potential scheduling adjustments for upcoming sessions due to holiday conflicts.
One of a notable topics discussed was the board’s unanimous decision to approve a revised letter of testimony concerning House Bill 3971. This bill proposes a study on the feasibility of placing the registry of deeds under the Secretary of Commerce’s oversight. Commissioners expressed satisfaction with the revisions made to the letter. The motion to sign and approve the letter was seconded and passed without opposition.
Following this, considerable attention was given to updates from the maintenance department. The acting maintenance supervisor, Chuck Cushing, provided an overview of ongoing projects and challenges faced by the department. Notable projects include the trial installation of multiple screens in a courtroom at the Superior Court, set to begin on December 1. This initiative aims to enhance the court’s technological capabilities.
Cushing also detailed significant maintenance issues at the Quincy Court, particularly with the HVAC systems during the seasonal transition from cooling to heating. Regular communication efforts with the trial court facilities department are ongoing to address these challenges. Additionally, a bathroom renovation project at the Rentham district court is progressing, with expectations to complete the first bathroom by Thanksgiving. The department plans to address a plumbing issue involving a broken pipe in the basement following the bathroom project’s completion.
Concerns were raised regarding the condition of the Quincy parking lot, which suffers from numerous potholes. Plans for resurfacing are scheduled for the spring, as temporary patching solutions proved too costly. Commissioners emphasized the importance of adequate planning to prevent further deterioration during the winter months.
The meeting also highlighted the maintenance department’s staffing situation, with discussions on potential retirements and ongoing efforts to fill a vacant carpenter position. Cushing mentioned the availability of a seniority list to better manage staff turnover as the Quincy facility transitions to new management. Moreover, there was a proposal to consider adopting a more efficient project management platform to replace the current Excel-based system, to streamline work orders and time management.
In other business, the commissioners addressed contingent employment notices concerning student labor positions at the North County Agricultural High School, all of which were approved without opposition. Payroll and expense warrants were also approved, covering various county expenses, including school-related costs.
The meeting briefly touched on the procurement department’s report, which noted no bid openings or contract awards for the week. A proposed time change for the following week’s meeting due to Thanksgiving scheduling conflicts was also discussed and approved, moving the meeting from 1:00 PM to 12:00 PM.
Housekeeping items included a budget transfer request from the maintenance department. The county director recognized the contributions of Michael McGovern, the recently departed interim human resources director, and reported on a visit from a representative of the Alzheimer’s Association, who expressed gratitude for the county’s support through an ARPA grant.
The director updated the board on an application for electric charging stations, noting a delay in response from the grant agency. Discussions also covered the importance of implementing a new electronic time and attendance system for improved operational efficiency.
