Newport Council Discusses $6.5 Million Infrastructure Project and Holiday Public Safety Measures

The sheriff noted an increase in crashes in November, attributed to challenging weather conditions, and urged residents to report suspicious activity promptly. These efforts aim to enhance community safety and awareness during a busy time of year.
A transition in the fire department’s leadership was also noted, with the departure of Chief Wley and Assistant Chief Jason Joe after a decade of service. The fire chief’s inaugural report outlined the department’s activity in November, with 16 calls responded to, 259 training hours logged, and a total of 612 hours of activity. The fire department is set to hold the Steve Koad annual food and toy drive on December 7 at Newport Center, with collection barrels available at local businesses until December 19.
In financial matters, the council reviewed the proposed 2026 property tax levy during a truth and taxation hearing. The city’s general fund budget allocates 36.9% to policing and fire services, with other funds earmarked for streets, parks, and general government. Despite a projected decrease in local government aid and increasing fiscal disparities, the city maintains a stable bond rating. The general fund revenue is anticipated to be around $4.18 million, with expenditures slightly higher, leading to a 5% historical levy increase. The tax impact on a median-valued home would translate to an increase of $72.81 annually, or about $6 per month. However, the local tax rate is expected to decrease, offering some relief to residents despite rising property values. Since the mayor was absent, the budget will not be finalized until the next council meeting.
The council also discussed recreational and community projects, including the status of the city’s pickleball courts and upcoming habitat improvement work at Bailey School Forest. The pickleball courts will remain open as long as weather conditions permit, and snowplowing reminders were issued to ensure efficient winter maintenance.
Finally, the meeting included mention of the council and mayor reports, which covered upcoming library events and a planning commission meeting with a busy agenda. Discussions will include various development proposals, such as Red Rock Manor and a variance request for a property on Hastings Avenue, among others.
