Fall River Watuppa Water Board Advances Lead Service Replacement Program with New Contracts

In parallel, the board approved a $432,000 contract with Woodward and Curran for construction management services. The company was recognized for its successful history with similar projects, providing reassurance of quality and compliance with federal mandates aimed at public health improvement.
This effort achieved significant engagement, with over half of the recipients responding to schedule inspections. The board is currently arranging inspections into February, utilizing additional staff to manage increased demand. This initiative is part of a federally mandated program to identify and replace lead service lines, with no cost to homeowners, which the board described as an “incredible situation.”
Residents were encouraged to participate, with the board emphasizing the public health benefits and potential positive impact on property values. Approximately 1,300 lead service lines have been replaced in recent years. The board assured residents of the quality of work performed by licensed and insured contractors, addressing concerns about the scope of inspections, which focus solely on water service lines.
In another key development, the board addressed the revised intermunicipal agreement with Westport, incorporating amendments to clarify and enhance the terms. A notable change involved the dispute resolution process for billing, where the obligation for a town to provide a written explanation for disputing a bill was clarified. The term “must” was changed to “shall,” ensuring clarity and reducing potential confusion. If a town fails to provide this explanation within 30 days, the original bill remains uncontestable. These amendments were well-received, solidifying the understanding between the involved parties.
The board also reviewed and finalized minor amendments to the Westport agreement, including a stipulation for a new agreement within five years, and clarifications on the agreement’s term and automatic extensions.
