Bloomington Residents Demand Action on School Safety and Local Development Concerns

Safety concerns extended beyond schools to local infrastructure, as Richard Degrrood and other community members voiced their apprehensions about a proposed development on Washurn Circle. Degrrood highlighted the potential safety hazards posed by the reduced setback of a new rental home, which would be only 38 feet from 90th Street. He argued that this deviation from the previous 75-foot requirement could compromise visibility and exacerbate traffic congestion, particularly given the increase in traffic over the years. The removal of trees that provide a noise barrier also raised concerns about increased noise pollution for nearby residents. Degrrood and other residents questioned the adequacy of stormwater management plans, given the lot’s elevated nature, and requested that the matter be tabled for further community consultation.
The council clarified that the zoning changes implemented in May 2023 had established a uniform 30-foot setback requirement, eliminating the previous mandate for new homes to conform to the average setback of adjacent properties. Despite this clarification, Degrrood argued that the proposal violated the spirit of neighborhood uniformity, as the new home would deviate from existing structures. The community’s plea for more time to review the zoning changes underscored a broader debate between maintaining neighborhood character and the city’s efforts to increase housing density.
Further emphasizing safety-related anxieties, another resident highlighted the dangers of a busy intersection lacking stoplights, citing previous incidents, including a fatality, to urge the council to reconsider the development project. The resident’s concerns were echoed by feedback collected from a local Facebook group, which also stressed the importance of prioritizing neighborhood safety before proceeding with developments that could heighten risks.
In addition to these issues, Jody Tasto, a resident from District 3, brought attention to the disruptive impact of train horns, particularly during late-night hours. Tasto advocated for the establishment of quiet zones at specific intersections, citing the successful implementation of similar measures in Eden Prairie as a model for Bloomington. The council was urged to conduct an assessment, leveraging Eden Prairie’s experience and resources, to mitigate the disturbance caused by the blaring horns.
Addressing infrastructure concerns, Robert Norman expressed frustration over the inadequate restoration of his yard following fiber optic installation. The city’s response, led by the Mayor, acknowledged similar complaints from other residents and emphasized the need to hold the responsible company, Lumen, accountable. The Mayor assured residents of ongoing efforts to resolve the issue, despite limitations in leveraging permit policies, as Lumen had completed their work in the area.
