Becker County Board Approves Infrastructure Projects Amid Budget Discussions
- Meeting Overview:
At the recent Becker County Board of Commissioners meeting, several decisions were made regarding infrastructure improvements and financial management, including the approval of a $3.1 million budget for road projects funded by sales tax revenue. The meeting also addressed the performance evaluation of the county administrator and discussed the implications of state-supervised human services amendments.
The board’s primary focus was on infrastructure, particularly road improvements and airport developments. The approval of the reclaim and paving projects on County Road 39 and County Road 40, with an estimated budget of $3.1 million, stands as a decision. Funded by sales tax revenues, which have accumulated approximately $29 million over 11 years, these projects are important for maintaining and enhancing the county’s transportation network. Additionally, the adoption of the 2026 five-year construction improvement plan, with a total construction budget of around $12 million, was another key agenda item. This budget is set to incorporate state aid, grants, and sales tax funds, with anticipated state aid ranging from $4.5 to $6 million in the upcoming year.
The board also discussed the forthcoming reconstruction of Westlake Drive, a significant project involving cooperation with the city of Detroit Lakes. With a budget of around $6.3 million, this project includes specific amendments to the cooperative agreement, mainly concerning city beach improvements and the reconstruction of a boat launch. The board’s detailed consideration of these amendments underscores the project’s complexity and the need for precise inter-agency coordination.
In addition to road projects, the meeting highlighted developments at the local airport. Completion of a full-length taxiway, extending the runway to 5,200 feet, and improvements in lighting and fencing were noted. These enhancements, coupled with new zoning processes and upgraded maintenance equipment, reflect ongoing efforts to bolster the airport’s capacity and safety standards. The board also reviewed plans for a major grant-funded parking expansion project and a potential remodeling of the main building, highlighting the comprehensive approach to airport infrastructure enhancement.
Discussions then shifted to the performance evaluation of County Administrator Carrie Smith, which yielded positive feedback. Her communication skills, professionalism, and ability to grant autonomy to department heads were praised, though minor improvements in tracking and follow-through were suggested.
The meeting also tackled significant amendments proposed by the Association of Minnesota Counties (AMC) concerning Health and Human Services. The board expressed concerns about the amendment for state-supervised human services, fearing it could negatively impact rural service delivery, especially in foster care licensing. Despite these apprehensions, the amendment passed, with some board members advocating for a further review period to consider its implications. Additionally, discussions on the Minnesota African American Family Preservation Child Welfare Disproportionality Act highlighted legal challenges and the need for clarity in its implementation.
Cybersecurity was another topic, with discussions on infrastructure assessment to safeguard against cyber threats. The board considered policies for email retention to reduce potential cyberattack costs, emphasizing the need for proactive measures to protect county information systems.
The board addressed financial management, particularly regarding the 2026 budget and amendments to designated funds. A resolution was passed to track donations, such as those for the sheriff’s department’s K9 program.
Lastly, the meeting covered community engagement efforts, including a new citizen complaint portal for road issues and discussions on public feedback regarding snow removal during adverse weather. This portal serves as a tool for residents to report road conditions, facilitating direct communication with county staff.
