Austin City Council Approves Tax Levy and Budget for 2026 While Extending Wastewater Project
- Meeting Overview:
The Austin City Council unanimously approved a tax levy of $10,535,000 and a budget totaling $51,571,292 for the year 2026. The council also agreed to an extension on the wastewater treatment plant project, amid discussions on agreements with local industry and health insurance plans.
The council’s decision to approve the tax levy and budget for the coming year was a central focus. Emily Burns, the newly introduced finance director, presented the figures, noting that the budget would be supported through local government aid, the approved tax levy, and additional revenue sources. The resolutions passed without opposition.
Alongside the financial resolutions, the council tackled substantial business related to the city’s wastewater treatment plant. A resolution was passed to approve a change order associated with the project, which detailed adjustments in work directives and budget credits. The change resulted in a decrease of $433,694.21 to the domestic budget component, while the industrial budget saw an increase of $84,629.21. These adjustments formed part of a series of change orders totaling $3,153,611.72. Importantly, the project remains under the planned 5% contingency, a detail that likely reassured council members of fiscal prudence.
Further discussions led to the approval of a consultant waiver agreement necessitating a one-year extension for the wastewater project. This extension would cost the city $799,480 in engineering services. However, credits from both the contractor and the consultant reduced this additional cost to $175,000. The total additional cost, inclusive of redesigns requested by the city, was projected to reach $416,000, thereby raising the total engineering fees to $566,000. The resolutions associated with these changes passed without dissent.
In terms of local business agreements, the council approved a wastewater discharge agreement with Hormel Annex, a local spice plant. The agreement regulates the plant’s wastewater output, imposing charges for waste strength exceeding household levels. This resolution passed with a 4-2 vote, with two council members abstaining. The agreement is set to expire on December 31, 2028.
A resolution approving health insurance plans for 2026 was also passed. The agreement detailed base and alternate plans, including deductibles and rates that align with previously approved allocation percentages.
In a move to enforce city ordinances, the council authorized the planning and zoning department to contract for the removal of junk and legally stored vehicles from specific properties. Two motions were made and passed, addressing properties on Southwest and Northwest streets.
During the citizen participation segment, an honorary council member expressed enthusiasm about engaging with council activities. Council member comments touched on diverse topics, from winter parking discussions to commendations for local community events. There was notable recognition of the parks and recreation team and expressions of solidarity with immigrant communities. Concerns about recent acts of violence in neighboring communities were voiced, highlighting the interconnected nature of regional safety and community well-being.
