Emerson Council Advances Drainage Study Amid Ongoing Flooding Concerns

It was noted that Bergen County has shown interest in partnering on this project, though financial commitments have not yet been confirmed. The study is considered a crucial first step in understanding the scope of necessary improvements and securing partnerships and funding for future actions. The council highlighted specific locations of concern, including Cedar Park and a nearby cemetery, where existing drainage infrastructure has been inadequate in managing stormwater.
Following the discussion on flooding, the council moved to the second reading and public hearing of ordinance number 1711-25, which amends the definition of impervious coverage in the zoning regulations. The ordinance addresses the use of permeable materials, such as permeable pavers and concrete, which have not consistently met the intended goals of stormwater management due to maintenance issues and performance decline over time. The revised ordinance aims to prevent homeowners from circumventing the original purpose of impervious coverage guidelines by using these materials to cover large areas of their properties. The council emphasized the need for clear regulations that support green infrastructure and manage stormwater runoff effectively. The ordinance passed with a 4-0 roll call vote, after a thorough council discussion and absence of public comment.
The council meeting also addressed other community concerns and updates. Councilman Timberman reported on issues faced by the Department of Public Works during a recent snowstorm, particularly with vehicles parked on streets that hindered snow removal efforts. Residents were reminded of street parking regulations during snow emergencies to ensure efficient snow plowing. Additionally, updates from the Board of Education were provided, announcing the retirement of Dr. Nisnoff and the appointment of Dr. Jillian Torrento as the new superintendent, effective February 1. In the interim, Mrs. Opperman will serve as acting superintendent.
In other infrastructure-related matters, the council discussed the rebidding process for the CDBG grant aimed at replacing senior center doors, as initial bids were rejected. There is optimism that more competitive bids will be received. The 2025 capital road program was reported as complete, and the borough has secured a $129,561 grant from the Department of Transportation for road improvements on South Dorchester and Dorchester Avenue, complementing the drainage improvement efforts in the area.
