Ocoee City Commission Explores Trail Expansion and Community Engagement Initiatives

The commission was presented with a vision map, highlighting the Florida Sun Trail network, including the West Orange Trail and Shingle Creek Trail. Plans for a network-wide planning and design study funded through the grant were outlined.
Public comments brought attention to the city’s stormwater management and lake issues. A resident raised concerns about the lack of state assistance in managing stormwater impacting local lakes, urging the city to engage with the county for solutions. Another resident, Doug Gomemer, emphasized the importance of maintaining recreational facilities like baseball and softball fields. He suggested including a reverter clause in any agreements with contractors to ensure municipal control over these facilities.
The commission also discussed the city’s support for local law enforcement through a $2,500 silver sponsorship for the Concerns of Police Survivors, an organization assisting families of slain officers. The sponsorship covers one table at an annual ball, with the commission unanimously approving the funding from the city’s contingency funds.
Another topic was the approval of a resolution to use the uniform method of collection for non-ad valorem special assessments concerning sewer connections. The Utilities Director explained the necessity of connecting 41 customers to the sewer system, as mandated by state law and a 2016 bond. A springs grant will assist customers with on-site construction costs, but a capital fee remains. Payment options, including a two-year loan or a non-ad valorem tax assessment, are being explored to provide flexibility for customers.
Additionally, the commission addressed a proposal to negotiate a contract with Cover the Tees to upgrade the driving range at Forest Lake Golf Club. The initiative aims to incorporate entertainment and technology while maintaining natural grass accessibility. A motion to approve negotiations was unanimously passed, with a suggestion to include local vendor and labor stipulations in the contract.
The meeting concluded with administrative announcements, including the closure of City Hall for Christmas and details of the Martin Luther King Jr. Unity Parade. Commissioner Kennedy raised concerns about traffic and safety at local schools. The commission expressed appreciation for the city’s holiday jamboree, noting its positive reception and the community engagement it fostered. A plaque honoring Gordon Applegate’s service will be installed at the skateboard park, and the police department introduced a new lock box initiative for seniors and vulnerable residents.
