Conway Selectboard Approves Biodiversity Grant Amid Discussions on Infrastructure and Solar Development
- Meeting Overview:
At the recent Conway Selectboard meeting, the board approved a biodiversity grant application to enhance local wildlife habitats and tackle invasive species, while also addressing infrastructure needs and solar development concerns. The biodiversity grant, initially presented with an inaccurate figure, was amended to $57,000 and approved unanimously. The funds are intended for a comprehensive environmental project that will involve community engagement and education. The project, prepared in collaboration with Furcog and GZA, focuses on managing invasive species, such as knotweed, and improving native habitats across neglected areas.
The meeting also focused on the state of Conway’s infrastructure, highlighted by discussions on a failed culvert on Breaster Road. A consulting engineer from Bolino Engineering detailed the culvert’s structural and hydraulic failure, which impedes fish passage and threatens access due to its connection to the South River. The board was informed of a new Mass DOT program offering a $50,000 grant for small culvert replacements, making the Breaster Road culvert a strong candidate for funding. The board agreed to submit the grant application and approved a $3,500 payment to the engineering firm for necessary design services, despite the grant’s no-match requirement.
In addition to infrastructure, the Selectboard addressed ongoing discussions about solar development in Conway, particularly in light of state regulations that limit local control over land use for solar projects. The board touched upon Sun Property Group’s interest in developing a solar array on a potential brownfield site within the town. Members expressed concern over the increasing interest from companies seeking land for solar projects and the implications of state laws that reduce local authority in such matters. This issue highlights the balancing act the town faces in promoting sustainable energy while retaining control over land development decisions.
The Selectboard also reviewed property-related financial matters, including outstanding mortgage payments for town property under sale negotiations. The board confirmed the November payment had been made but noted December’s payment was pending. They approved up to $2,600 for mortgage payments, excluding property taxes, emphasizing fiscal responsibility in managing town assets. This discussion included updates on the sale process, with buyer Jake Alexander planning renovations to improve the property.
Further, the board addressed a recent Green Communities grant application update, revealing a shift in the funding formula that deprioritized street light replacements, unexpectedly impacting the town’s plans. Despite this, the town secured full funding for ADA compliance projects. The town administrator provided updates on healthcare coverage challenges linked to the Hendrick County Group Insurance Trust, expressing relief over assurances that coverage would continue despite the trust’s financial issues.
In another noteworthy decision, the board voted to increase the police detail rate to $75 per hour, aligning with neighboring towns to ensure competitive compensation for police services. This adjustment is part of a broader effort to maintain public safety and support local law enforcement.
Lastly, the board discussed electrical and insulation work at the transfer station, deciding to delay electrical installations until insulation is addressed to minimize disruption and costs.
