Wyoming City Council Considers Ice Rink Access for Hockey and Approves Public Safety Role Reclassification
- Meeting Overview:
The Wyoming City Council meeting on December 16, 2025, focused on various community and administrative issues, including a request from the Forest Lake Hockey Association for access to the city’s outdoor ice rink and a significant reclassification of a police department position.
During the open forum segment, Matthew Pulson, representing the Forest Lake Hockey Association, presented a case for granting the association access to the city’s outdoor rink for organized practices. The association has experienced a substantial increase in membership, reaching over 700 participants, with 110 residing in Wyoming. With limited ice time available at existing indoor facilities, Pulson emphasized the need for additional practice space to support the development of athletes who compete against teams with more resources.
Pulson also addressed financial constraints, advocating for changes in local regulations to permit up to two charitable organizations per establishment to enhance fundraising opportunities. This proposal aimed to level the playing field with neighboring communities’ hockey associations, which benefit from more liberal gaming laws. Council members engaged with Pulson’s proposals, discussing potential liability and insurance concerns associated with renting the rink and the feasibility of adjusting current policies.
In administrative matters, the council approved a reclassification within the police department, transforming the existing police property and technology technician position into a public safety manager role, effective January 1, 2026. Chief Bower highlighted the expanded responsibilities of Cali Resnney, the current occupant, which have grown to include evidence management, technology oversight, and analytical support. The reclassification will involve a salary increase, reflecting the enhanced duties and the requirement for higher qualifications, such as a bachelor’s degree.
The council also deliberated on the proposed 2.6% increase in storm water rates, based on a rate study by Ericson Northstar LLC. The increase is intended to meet financial policies and operational needs, maintaining adequate cash reserves. Discussion included a comparison with neighboring communities, where Wyoming’s rates would remain competitive despite the increase. The council noted that the proposed rates would not pose affordability issues for most residents, given the median household income.
Additionally, the council reviewed a feasibility report for the 2026 street improvement project, which involves mill and overlay work on streets built in the 1990s and early 2000s. The project aims to address infrastructure needs while minimizing future repair costs. A public hearing is scheduled for January 20, 2026, with construction planned for the summer to reduce disruption.
The meeting also covered upcoming assessments for a public improvement project, totaling $2,654,410, with property owners assessed for 20% of the cost. Concerns about communication effectiveness regarding the project were raised.
