Revere Zoning Board Faces Heated Debate Over River Street Development and New Housing Projects
- Meeting Overview:
The Revere Zoning Board of Appeals convened to deliberate on several development proposals, with the most contentious being the plan for a seven-story residential building on River Street by Zapage Development LLC. The proposal generated extensive public discourse, reflecting a community divided over urban growth, zoning compliance, and neighborhood character. The meeting also addressed various other development projects.
The application for a property on River Street proposed the construction of a 112-unit residential building, requiring six variances due to its height, parking, and overall scale. The variance requests were primarily driven by the need to exceed the zoning height limit of 50 feet to accommodate a 69-foot structure that included 52 parking spaces. Proponents of the project emphasized the benefits of new infrastructure, including water and sewer improvements, landscaping, and security features. A community meeting held earlier in December reportedly addressed concerns about lighting and waste management, with the developer pledging to minimize the building’s visual impact through design adjustments, such as a terrace on the seventh story that would not be visible from the street.
Public comments revealed a divided community. Supporters, including local business owners and residents, praised the developer’s collaborative approach and the project’s potential to enhance community value. They highlighted the site’s transit-oriented location and the expected reduction in car ownership among future residents. Conversely, opponents expressed staunch resistance, citing traffic congestion, safety concerns, and the project’s incongruity with neighborhood zoning. Critics argued that the developer’s financial interests should not justify deviations from established zoning laws, with some labeling the project a “giant monstrous structure” that would overshadow existing homes and exacerbate parking issues.
Board members engaged in discussions about the project’s logistics, particularly its dual access points on River and Ford Streets, and the conditions attached to the variances. Despite the debate and community opposition, the board ultimately voted on the variances.
In addition to the River Street development, the board considered a proposal by Reier 331 LLC for a six-story, 62-unit building at 329-331 River Street. The applicant’s attorney argued that the existing structures were outdated and unsafe, necessitating redevelopment. Proponents asserted that the project would revitalize the area and align with Revere’s housing goals, emphasizing the site’s proximity to public transportation. However, opposition emerged, highlighting concerns about the impact on local schools, community spaces, and traffic congestion. Critics challenged the notion of hardship presented by the developer, arguing that the property did not exhibit unique characteristics warranting variances.
The meeting also addressed a proposal for a 29-unit residential development at 18-22 Green Street, which sought variances to proceed. The developer proposed infrastructure improvements and a reduction in unit density compared to earlier plans. Despite support for the project’s potential benefits, including affordable housing and environmental enhancements, concerns persisted about traffic implications and the impact on neighborhood character. The board’s split decision ultimately denied the requested variances, reflecting ongoing tensions between development ambitions and community preservation.
While some acknowledged the need for housing and infrastructure improvements, others argued that the character of Revere’s neighborhoods was at risk. The board’s deliberations underscored the challenges of navigating these competing interests, highlighting the need for careful planning and community engagement in future development endeavors.
