Bradley Beach Land Use Board Faces Community Concerns Over New Residential Project and Affordable Housing Plans
- Meeting Overview:
The Bradley Beach Land Use Board meeting on December 18th was marked by discussions surrounding a proposed residential construction project on Central Avenue and the ongoing development of the town’s affordable housing strategy.
The most pressing topic on the agenda was the application by N Housing Company LLC for the construction of a two-and-a-half-story single-family dwelling on Central Avenue. This proposal drew discussion due to multiple variance requests, including those for front, rear, and side yard setbacks, building coverage, and the placement of mechanical elements within the setback. The applicant’s representative, Kevin Assad, introduced witnesses including Pam Kitty, the owner of the LLC, who detailed the family’s need for a more spacious and functional home. Kitty described the current cramped conditions, which were particularly challenging for her daughter and grandchildren, emphasizing the desire to create a more accommodating space for family gatherings.
The board’s discussion with the applicant was extensive, focusing on the design’s compliance with local zoning laws. Board members expressed concerns about the proposed building’s volume and the number of variances sought, which totaled eleven, due to the lot’s unique characteristics. One board member articulated a firm stance against approving plans that exceeded building coverage limits, emphasizing the importance of adhering to established ordinances and considering the impact on neighboring properties. The proposed structure’s height and footprint were also scrutinized, with concerns about air and light implications for adjacent homes.
Another concern raised by the board and community members was the potential drainage and flood risk associated with the new construction. The applicant acknowledged elevated water levels on the property, and the board stressed the need for thorough engineering assessments, particularly in relation to groundwater issues. Future meetings will involve testimonies from the applicant’s planner and engineer to address these concerns in detail.
The meeting also delved into a broader discussion on affordable housing, led by Christine Bell, who provided an update on the fourth round housing element and fair share plan. The board had recently settled its plan, which included the acceptance of the 803 Main Street project, expected to generate four affordable units and incorporate nine units from the Oxford House. The proposed overlay zoning received approval, with the project featuring different building heights on either side of Main Street. The board aims to finalize the settlement agreement for approval by the governing body in January, with necessary ordinances to be adopted by March 2026.
During public comments, Reverend Jeff Curtis expressed concerns over the inclusion of the Oxford House model in the housing plan, questioning the income requirements and eligibility criteria. Curtis argued that financial status should not determine eligibility for housing aimed at individuals recovering from addiction. The chair acknowledged Curtis’s points but emphasized the board’s focus on increasing affordable housing units and the proactive efforts under the current administration.
The board also addressed a resolution opposing New Jersey Senate Bill 4736, which proposes state control over zoning for properties owned by religious organizations or nonprofits, potentially infringing on local governance. Members expressed strong opposition to the bill. The board moved to adopt a resolution opposing the bill, stressing the need for local municipalities to retain their unique zoning regulations.
