Leesburg Planning Board Approves Key Developments Amid Zoning Changes

The meeting commenced with discussions surrounding the Lake Margaretta, Phase 2 development, which involves a small-scale comprehensive plan amendment and rezoning for approximately 25.07 acres. This development proposal includes 75 single-family dwelling units. The project also includes plans for a planned unit development (PUD) on the same site, known as case number PUD25749. Senior planner Diane Yekel provided an overview of the site, noting its current land use as Lake County Agriculture and the proposed shift to a PUD. The surrounding areas consist of pastures, orange groves, and timber, with no flood zones or wetlands identified on the property.
The Planning and Zoning Department recommended approval of the comprehensive plan amendment and the PUD, citing compatibility with existing land use designations and adherence to Florida statutes. The proposed project includes detailed design standards such as 35% open space, dark-sky compliant lighting, and specific landscaping requirements. The board members discussed potential concerns, including the need for the developer to coordinate with the public works department to model water and wastewater needs to ensure adequate capacity.
Representatives Bill Maki and Tom Daly from Daily Design Group addressed questions regarding the development’s impact, clarifying that the project involves only single-family homes, aligning with the architectural and lot size standards of the existing Lake Margaretta community. The development aims to fill what was described as a “donut hole” in the community, expanding it by approximately 13%. Plans include extending recreational space by an additional three acres, managed under the same master homeowners association. Concerns were raised about Gospel Hill Road, which is currently a one-lane road; the plan is to convert it into an emergency access point.
Following a motion to approve case number SP25748 with recommended changes, the board conducted a roll call vote, resulting in unanimous support. The board then proceeded to discuss another significant case, PD25749, which involves the rezoning of approximately 2.98 acres of land on Castine Road, known as the Petrolanda Castine Road Small Plan Unit Development. The project seeks to transition from a small planned unit development to a revised condition PUD, accommodating warehousing, storage, and other uses.
The senior planner presented an aerial view of the Petrolanda site, outlining its location relative to surrounding zoning and land uses. The current zoning is SPUD, with adjacent R3 high-density residential zoning to the north, M1 industrial to the east, and R2 medium-density residential to the southeast. The proposal involves maintaining the existing single-family house on the property while allowing for office uses, warehouse distribution, logistics, light manufacturing, contractor trades, offices, shops, and indoor storage. The design standards include mechanical equipment screening, a minimum of 35% open space, and compliance with dark sky lighting and landscaping codes.
Lake County Public Works requested a commercial driveway permit and additional roadway requirements on Castine Road, along with a traffic impact analysis and stormwater drainage considerations. These requirements are standard for non-residential projects. Public notifications were carried out in accordance with Florida statute and city code, with no responses received. The planning and zoning department recommended approval of the rezoning, emphasizing compatibility with surrounding districts and future land use designations.
An attorney representing Petrolanda confirmed that outdoor storage would be permitted under the PUD, with plans to install fencing for buffer zones. The board discussed the project’s suitability for light industrial purposes, given its proximity to major roads. Following a motion to approve the case, a roll call vote resulted in unanimous approval.
