New Ulm Secures $20,000 Grant for Critical Wellhead Protection Efforts

In a recent meeting of the New Ulm Public Utilities Commission, the city received a $20,000 grant from the Minnesota Department of Health aimed at supporting wellhead protection goals outlined in the 2017 plan. This funding will aid in the assessment and planning for the reconstruction of wells 22 and 23, a project expected to surpass the grant’s financial scope.
Beyond the wellhead protection grant, the commission focused on a vital natural gas agreement with Minnesota Community Energy. The agreement promises a discounted natural gas supply rate with a minimum expected discount of 32 cents per MMBTU. This contract, spanning 30 years, was unanimously authorized for signature by the city manager, pending minor adjustments. This long-term arrangement aims to ensure stable and cost-effective energy resources for the city’s residents and businesses.
The commission also approved the city’s 2026 budget, projecting operating revenue and expenses at over $51 million, with a net operating income of approximately $272,000 and a net income of $2.7 million after nonoperating transfers. The budget anticipates an ending unrestricted cash reserve of $24,517,579, with target reserves at 72%.
Infrastructure maintenance was another focus, with urgent discussions on the rehabilitation of several wells, some of which had not been serviced since 1994. The commission approved contracts for the rehabilitation of Wells 15, 24, 25, and 26, amounting to costs between $44,957.50 and $50,838.79. These efforts aim to mitigate production losses and ensure the wells’ operational efficiency, with work scheduled for completion before March 15 to avoid potential flooding complications.
Additionally, the commission addressed the repair needs of the water treatment plant’s elevator, which had suffered mechanical failures. A repair quote of $27,171.60 was authorized, with available funds to cover the expense.
A proposal to assess the power plant to Center Street tie was also approved. This assessment, a precursor to the planned rebuild of First Street North in 2028, will evaluate electrical and communication systems established since the late 1980s. Power System Engineering Incorporated will conduct the evaluation at a cost of $15,000.
The commission further streamlined its operations by approving the purchase of two Vivex Metro Tech locators for $26,950.
In personnel matters, the commission recognized the retirement of long-serving utilities director Chris Manderfeld, who dedicated over 32 years to the department. Her contributions were celebrated, and the commission appointed Brett Fleck as the new utilities director, effective March 16, 2026. The transition marks a new chapter in leadership, with Fleck set to guide future utility initiatives.
