Boston Public Facilities Commission Approves Key School Renovations and Vacant Land Sale
- Meeting Overview:
The Boston Public Facilities Commission focused on major renovations at several Boston Public Schools under the Massachusetts School Building Authority’s Accelerated Repairs Program and approved the sale of long-vacant land in West Roxbury. The commission also facilitated the transfer of land to support affordable housing projects.
Central to the meeting was the approval of four crucial votes related to consultant contracts for the school renovations. The Massachusetts School Building Authority (MSBA) had recently approved funding agreements, enabling these projects to advance. The agenda included amendments to contracts with Watermark Environmental Incorporated, TSKP Studio LLC, Atlantic Construction Management Incorporated, and Matt’s Collaborative Architects Incorporated. Each amendment requested time extensions through December 31, 2028, and additional funds to proceed into the design development phase. This approval ensures that the renovation projects at eight schools in neighborhoods like East Boston, Hyde Park, and Dorchester can avoid delays while further funding approvals are awaited from the city council.
A significant aspect of these school projects was highlighted: the city’s first opportunity to receive MSBA reimbursement for costs associated with ADA upgrades, triggered by exceeding the 30% Massachusetts Architectural Access Board threshold. These upgrades are essential, particularly for the Adams Elementary School, which requires additional accessibility improvements. The MSBA allowed a delay in the schematic design submission to accommodate these upgrades, with a planned submission in December for review in February. Additionally, the Kenny and O’Donnell schools were noted for needing complete roof replacements due to persistent leaks. The condition of the windows at the Adams, Everett, and Murphy schools, many over 30 years old and posing safety hazards, was also discussed.
The commission members showed unanimous support for these projects. A senior project manager from the Public Facilities Department, Brian McLofflin, stressed the importance of these amendments to avoid work stoppages, and emphasized the coordination needed with the mayor’s office upon the city council’s return in January. The votes were approved unanimously by roll call.
In another significant agenda item, the commission approved the sale of vacant land on Lynen Road in West Roxbury to Brian and Justin Young for $14,000. This decision followed a public process initiated with community notification letters, followed by a Request for Proposal (RFP) that led to one eligible proposal. The sale marks the end of a 34-year vacancy, returning the property to productive use and generating initial revenue for the city. Commissioners approved this vote without any dissent.
The meeting also included the approval of a transfer of care, custody, management, and control of two parcels on Melania Cass Boulevard from the Public Works Department to the Mayor’s Office of Housing. This transfer is part of the Drexel Village project, aimed at developing affordable housing, commercial spaces, and open areas. The parcels, totaling 12,685 square feet, were declared surplus by the city council. This transfer aligns with the city’s strategy to repurpose underutilized land for beneficial community developments. The commissioners approved this motion unanimously.
