Bayport Considers Annexation for Bay Haven Development Amid Housing Concerns

The annexation would also require amendments to the city’s comprehensive plan, incorporating the land into the urban service area and adjusting future land use plans to support city policies. Lick highlighted that the annexation process involves public hearings and eventual approval from the state of Minnesota.
The Planning Commission also addressed the need to update zoning maps to designate the annexed property as RPUD, similar to the R2 single-family district, with modifications to setbacks and lot requirements. The discussion included a proposed increase in impervious surface standards from 40% to 45%, allowing more flexibility in house designs while ensuring compliance with stormwater management protocols.
Another topic was the broader housing landscape in Bayport. Concerns were raised about the predominance of single-family homes and high-density apartments, with a noticeable lack of affordable housing options. Commissioner Dean suggested exploring alternatives such as duplexes or row houses to offer more affordable living opportunities. This dialogue underscored a need for a balanced housing spectrum to accommodate diverse income levels, a point that was reiterated throughout the meeting.
The conversation about housing diversity also touched on existing properties. It was noted that while some homes are affordable, many require updates to remain viable.
As part of the Bay Haven project, pedestrian infrastructure was a focus, with discussions about enhancing walkability and ensuring safe access to trails. A city trail runs the length of the project, but concerns were raised about residents needing to cross streets to access it. Suggestions included adding sidewalks on both sides of the street to improve safety and connectivity.
