Minnetonka School Board Approves Historic $55 Million Bond Sale for School Enhancements
- Meeting Overview:
The Minnetonka School Board meeting was marked by the approval of a $55 million bond sale, the largest in the district’s history, aimed at funding significant school improvements. This bond sale, coupled with a AAA bond rating from Moody’s Investor Service, underscored the district’s robust financial health, enabling favorable interest rates and securing funds for critical projects.
Superintendent David Law highlighted the district’s financial stability, noting that over 100 classrooms had been built without increasing taxes, placing Minnetonka among the top-tier districts in the nation. The AAA rating, achieved consistently for 16 years, is attributed to strong financial management and governance. Paul Bourgeois, Executive Director of Finance and Operations, provided details on the bond sale process. The district opted for a general obligation capital appreciation bond, which offers a flatter payment structure beneficial for cash flow management. The anticipation of a 4.75% interest rate was reduced to 4.69% through negotiations, reflecting strong investor interest bolstered by the district’s high rating. The funds will support projects like middle school enhancements, a new high school security system, and other internal upgrades.
Board members emphasized the importance of maintaining the district’s unassigned fund balance, crucial for securing low interest rates and ensuring financial stability. A member highlighted legal requirements for maintaining this balance, which also facilitates advantageous borrowing terms. The bond sale’s swift approval and strong investor interest were attributed to the district’s sound financial practices and community involvement in assessing district needs.
Following this financial decision, the board transitioned to discussing the election of school board officers for 2026. Kimarie Foss was nominated and elected as chair, with Dan Olson appointed as vice chair. Sally Browne assumed the treasurer role, and Mike Remucal was selected as clerk. These elections followed the oath-taking ceremony for newly elected and re-elected members.
The meeting also featured recognitions of student achievements, including the varsity football team’s historic back-to-back final four appearances in state championships, and the girls swimming and diving team’s impressive season. Both teams were lauded for their dedication and accomplishments, with coaches and athletes sharing their experiences and expressing gratitude for community support.
In addition, the board recognized new AP Scholars from the 2024-25 school year, celebrating their academic success. Students like Adnan Closely shared how Advanced Placement courses influenced their career aspirations, highlighting the program’s impact on student growth.
Assistant Principal Elizabeth Johnson from Clear Springs Elementary presented on the school’s student leadership program, which aligns with the board’s goals of promoting well-being, connection, and belonging. The program, involving 115 student leaders, fosters positive behaviors and peer support through subcommittees like safety patrol and community service initiatives. Board members expressed appreciation for the students’ contributions, emphasizing the importance of their leadership in enhancing the school environment.
Superintendent Law introduced the draft goals for the 2026-2027 school year, focusing on excellence in student learning, leadership, and organizational support. The goals aim to create an inclusive environment, enhance teaching practices, and ensure financial sustainability. Community input will shape these goals, with feedback channels open for broader engagement.
Routine agenda items included the approval of board member salaries, financial institution designations, and the appointment of Clifton Larson Allen as the district’s auditor. The board also approved the Sun Sailor as the official newspaper for legal publications and WCCO as the official radio station for emergency announcements.
