Wyoming City Council Approves New Part-Time Firefighter and Community Service Officer Positions
- Meeting Overview:
In a recent meeting, the Wyoming City Council approved the establishment of two part-time positions within the city’s public safety departments: a firefighter position in the Fire Department and a Community Service Officer (CSO) role in the Police Department. Both roles aim to enhance the departments’ operational efficiency and public safety responsiveness.
The council’s decision to introduce a part-time firefighter position addresses the need for improved daytime response capabilities within the Fire Department. Currently, public works employees are temporarily tasked with maintaining fire vehicles, which underscores the necessity for dedicated personnel. The part-time firefighter will enhance service delivery by responding to calls, participating in training, and conducting vehicle maintenance. This position is structured to provide flexibility, with work hours ranging from 12 to 16 per week and a cap at 29 hours to avoid triggering additional benefits. The salary for this role is set between $25.66 and $31.19 per hour, depending on experience and qualifications. A council member advocated for the position, emphasizing the critical importance of public safety and the cost-effectiveness of hiring part-time personnel. The council approved the motion for the part-time firefighter position, although it faced one dissenting vote.
The proposed part-time CSO position within the Wyoming Police Department seeks to address non-criminal public safety tasks that currently burden sworn officers. This non-sworn role includes responsibilities such as vehicle maintenance, traffic control, animal complaints, and community outreach. The CSO will alleviate the workload on police officers, allowing them to focus on their primary duties. The CSO role is also intended as a pathway for individuals interested in pursuing law enforcement careers, scheduled for up to 24 hours per week to remain within the benefits threshold. The funding for the CSO position had already been allocated in the previous year’s budget, presenting no additional financial burden for the current year. The council expressed strong support for the role, highlighting its importance for code enforcement tasks. After some discussion, the motion to establish the CSO position was approved, also with one opposing vote.
In addition to the approval of these public safety roles, the council addressed several other agenda items. The designation of the official newspaper for 2026 saw the council unanimously favoring the Chicago County Press over the Forest Lake Times, following positive feedback on the paper’s reporting. The council also approved an updated fee schedule for city services in 2026, which included new registration requirements for lower potency hemp edible retailers and updated fees for fire department services. Noteworthy changes included the removal of fees for business fire inspections and adjustments to police administration fees. A new $45 fee for reserving park pavilions, previously free for residents, was introduced to cover maintenance costs.
The council further deliberated on the necessity of a $500 fee for appealing zoning administrator decisions, which raised concerns about its potential deterrence effect on residents. While this fee aims to cover the costs associated with processing appeals, a council member suggested that labeling it as an escrow might mitigate negative perceptions. The council approved the fee schedule unanimously.
Another agenda item involved the approval of the final plat for Summerfield’s fourth edition, a development near Kenn River Boulevard. The project, which had undergone several revisions since its initial approval in 2020, increased the number of lots from 51 to 60, with 35 lots currently seeking approval. The development complied with stormwater management regulations and addressed residents’ drainage concerns. The council unanimously approved the resolution, following staff recommendations.
