Pasco County Planning Commission Faces Resident Concerns Over New Development Near Airport

The development, intended for a 156-acre area currently zoned for agriculture, prompted extensive public comment from local residents concerned about potential impacts on flooding, property values, privacy, and noise.
The most contentious part of the proposal, PC8, involves amending the future land use map from agricultural to planned development, a move that would facilitate the construction of the mixed-use complex. Residents voiced concerns about the implications of increasing development density, particularly in light of past flooding incidents cited by Greg Cony, a local property owner. Cony highlighted past floods in 1997 and 2008, as well as recent hurricanes in 2024, as examples of the area’s vulnerability. He argued that further development could exacerbate these issues, stating, “I’m worried that taking away any kind of area where the water can go is just going to drive it more in my direction.” He proposed measures such as limiting homes to two per acre and constructing a solid concrete wall for safety and privacy.
Caitlyn Bule, another resident, echoed concerns about privacy, particularly the potential for two-story homes to overlook existing properties. She suggested that limiting the height of buildings along the development’s border could mitigate this issue. Her husband, Christopher Buell, raised concerns regarding noise from the airport, questioning whether an FAA noise study had been conducted to assess the impact on new residents. He noted the presence of a private jet at the airport, which could increase noise levels for the proposed homes.
The commission also considered the companion rezoning application, PC9, which would change the zoning from agricultural to a Master Plan Development District to accommodate the proposed development. The applicant, represented by Barbara Lohight, explained that the original plan for 300 townhomes had been revised to 108 single-family homes following feedback from the Pilot Country neighborhood. This reduction in density, Lohight noted, was aimed at enhancing compatibility with the adjacent airport. Despite these changes, residents remained concerned about the proposed inclusion of a hotel and the overall impact on the community.
Questions arose regarding the project’s alignment with comprehensive plan policies and the compatibility of residential uses within the airport influence area. The commission emphasized that additional reviews would be required during the site plan process to ensure these concerns are addressed.
In response to resident feedback, the applicant proposed several modifications to the development plan, including enhanced buffering measures to address noise and visual concerns. The plan included a binding concept that featured a pond and wetlands along the northern boundary. The applicant also committed to planting double the number of trees required by standard regulations, although the species of trees had yet to be confirmed.
Another issue discussed was the zoning implications of clearing agricultural property, particularly regarding the tree ordinance. It was clarified that if property is cleared under an agricultural exemption, developers must wait five years before submitting a development application unless they mitigate for tree removal. The commission noted that aerial photographs and representative samples would be used to determine how many trees were removed, and any significant clearing observed would require mitigation if it did not meet ordinance terms.
As the meeting progressed, the commission moved toward a vote on the proposals. After deliberations, motions to approve the plans with the discussed modifications were made and seconded, with outcomes generally favorable.
