Westport Community Preservation Committee Approves Key Funding for Affordable Housing and Community Projects
- Meeting Overview:
In a recent meeting, the Westport Community Preservation Committee (CPC) approved funding allocations for various community projects, with a particular focus on affordable housing initiatives. The meeting featured discussions on the Westport Affordable Housing Trust’s proposal for housing office rehabilitation and land acquisition, as well as the construction of a ramp at the American Legion post, among other projects.
The committee’s deliberations began with the Westport Affordable Housing Trust’s request for $300,000 to support housing office rehabilitation and land acquisition. Concerns were raised about the trust’s prioritization of housing needs within the community. Discussions highlighted the lack of consistent communication and follow-through on the housing component in the master plan, which had been sidelined in favor of other municipal projects. This led to a broader conversation about integrating housing into the community’s existing structure without sacrificing other needs.
Committee members acknowledged the need for a revised plan that incorporates housing options into the master plan. There was a consensus on the importance of collaborating with the planning board to implement a housing production plan. The discussion also addressed the need for broadening the scope of the funding request to include pre-development and pre-construction costs for housing projects, regardless of size. This approach aims to provide the affordable housing trust with a fair chance to operate effectively.
The committee approved a motion to expand the use of the affordable housing trust funds to include pre-development costs for properties with fewer than 30 units. This decision was made unanimously.
Another topic was the construction of a handicap-accessible ramp at the American Legion post. The project initially faced challenges due to concerns about the structural integrity of the existing deck, which would support the new ramp. The committee discussed increasing the project’s budget from $32,500 to $40,000 to accommodate potential repairs. However, some members expressed reservations about approving a budget increase without detailed documentation.
After thorough debate, the committee agreed to approve a revised funding request of $35,000 for the ramp project. This decision was made with the understanding that if project bids exceeded the approved budget, the proposal would need to be reevaluated in the next funding cycle.
In addition to these primary topics, the meeting addressed several other community projects. The Bell Schoolhouse Club’s repair and replacement project was discussed, with a funding request of $49,000 to repair clabboards and flashing. The committee approved this request, noting that the repairs could proceed as a change order, negating the need for a new bidding process.
The meeting also covered the Westport Land Conservation Trust’s proposal to acquire a property on Drift Road for $300,000. This property is deemed ecologically significant and aims to be transformed into a public conservation area. The proposal includes a conservation restriction to permanently safeguard the resources and retire all development rights. The committee discussed funding sources for this acquisition, including a potential state grant and private donations.
Lastly, the committee reviewed a proposal from the Westport Youth Athletic Association for constructing mixed-use tennis and pickleball courts, with a projected cost of $400,000. The MCumber School Playground Project was also discussed, with a recommendation for a $150,000 request to help offset costs. Both projects were noted for their contributions to enhancing community recreational facilities.
