In a recent Nutley Town Council meeting, members presented proclamations, introduced ordinances, and passed numerous resolutions covering various community concerns. Among the notable items were the declaration of November 18th as National Injury Prevention Day, the introduction of ordinances related to military and veterans affairs fees and park improvements, and a series of resolutions recognizing health awareness days and granting tax exemptions. However, a personal plea from a resident facing property-related issues became a major focus of the meeting, prompting responses from the council members.
At the heart of the meeting was the impassioned plea of a resident, Nick, who expressed his distress over a property issue he had been grappling with for the past 16 months. Nick detailed his financial struggles and the emotional burden resulting from complications with the Certificate of Occupancy (CO) for a house he had purchased. He urged the council to imagine themselves in his situation, emphasizing the significant financial losses he had incurred and the emotional toll it had taken on him. He called for accountability and urged the council to prioritize the well-being of the citizens.
In response, commissionerx expressed sympathy and assured Nick that they were willing to help within their legal limitations. Commissioner Mauro G. Tucci echoed these sentiments, assuring Nick that his comments were heard and respected. Commissioner Alphonse Petracco acknowledged he had spoken with Nick previously and intended to hold a meeting to address the issue, though it was unclear why this had not yet occurred.
Apart from the personal distress shared by Nick, the council also addressed several community issues. Mayor Dr. Joseph P. Scarpelli declared November 18th as National Injury Prevention Day, emphasizing the need for secure firearm storage policies to protect children. However, no one was present to accept the proclamation, which disappointed the Mayor.
The council also introduced two ordinances for public hearings scheduled for December 19th, 2023. One ordinance aimed to amend the township code by adding an article on “Military and Veterans Affairs Fees” and a section on the “Military Tribute Hometown Hero Street Banner Program.” The second ordinance sought to introduce a handicap parking location at 110 Elm Place. Commissioner Tucci presented another ordinance related to improvements to Monsignor Owens Park, proposing the appropriation of $1,287,155 from the New Jersey Department of Environmental Protection Green Acres Grant for turf replacement.
In addition, the council passed numerous resolutions, including declaring November as Alzheimer’s Disease Awareness Month and National Diabetes Awareness Month, recognizing November 19th as International Men’s Day, and granting a tax exemption to a 100% permanently disabled war veteran. They also authorized the appointment of several officers in the Nutley Police Department, approved raffle licenses for St. Mary’s Church, and announced free two-hour metered parking from December 16th, 2023, to January 1st, 2024, to support local merchants during the holiday season.
The council also approved contracts with DLS Contracting for a roadway improvement project and with Wayne Defo of Theo Associates, a consultant specializing in solid waste and recycling law and policy. Finally, the council unanimously agreed to continue a 14-holiday schedule for 2024, introducing a floating holiday for employees to choose between June 19th or November 5th, 2024.
