Jersey City Planning Board Approves Redevelopment Projects with Affordable Housing Units
- Meeting Overview:
The Jersey City Planning Board convened to assess several development proposals, resulting in the approval of multiple projects, including those with notable affordable housing components. One prominent development entails an eight-story building on Pacific Avenue, designed to address both residential needs and urban infrastructure improvements. Another approved project involves an adaptive reuse of a residential structure on New York Avenue.
The meeting’s focal point was the ambitious proposal on Pacific Avenue. This project plans for an eight-story building comprising 99 residential units, 15 of which are designated as affordable housing. The development is part of the Canal Crossing Redevelopment Plan and seeks to rectify existing non-conformities in lot coverage and landscaping. A key aspect of the proposal involved debates over increasing front yard lot coverage to 66%, required due to site layout adjustments for garbage collection. Despite this increase, the overall impervious coverage is set to decrease.
The planning board emphasized the necessity of integrating a French drain system for stormwater management, a condition that the applicant agreed to incorporate. Additionally, the development will include infrastructure improvements such as sewer and water connections, essential for adhering to city regulations and supporting the neighborhood’s growth.
Attention then shifted to the project on New York Avenue, which aims to expand and adaptively reuse an existing four-family residential structure. This project seeks to improve unit livability without increasing density, maintaining the existing number of units while enhancing space and safety standards. The proposal involves reducing front yard lot coverage from 100% to 66%, aligning better with zoning requirements, and addressing drainage concerns through enhanced landscaping and green roof implementation.
The board was informed that the project on New York Avenue received positive feedback from the RNA neighborhood association and had undergone revisions to address drainage and trash accessibility concerns.
Another noteworthy proposal discussed was a multifamily residential project featuring two four-bedroom apartments, each with private roof decks, located in an R1 district. This development required variances for rear yard and rooftop setbacks, but the board found that the benefits, including increased recreational space, outweighed any potential detriments.
The meeting further addressed a minor site plan on Lincoln Street, which includes a three-story building with an adult daycare on the ground floor and eight residential units above. This project met all zoning laws and was noted for filling a local need for adult care services. The board’s approval reflects its support for community-oriented projects that integrate essential services with residential development.
